February 20, 2017 (Regular Meeting) Page 3028 <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br /> and unanimously carried, the Board moved to terminate the lease between Cabarrus <br /> County and RCCC for the Business and Technology Center and property once the <br /> property transfer has been completed; and authorized the County Manager to <br /> execute the lease agreement termination on behalf of the Board, subject to <br /> review or revision by the County Attorney. <br /> (F-5) KSC - Funding Request for Contingency to Cover Two Change Orders for <br /> Kannapolis Middle School Construction Project <br /> Kannapolis City Schools (KCS) has submitted a request for two change <br /> orders for the construction of the current Kannapolis Middle School <br /> project. Change order one is for road improvements required by the North <br /> Carolina Department of Transportation (NCDOT) in the amount of <br /> $240, 577 .00. Change order two is for permit fees and civil changes required by <br /> the City of Kannapolis in the amount of $349, 647.00. The Kannapolis Middle <br /> School project has a $1, 026,325.00 balance of contingency funds set aside in <br /> the County's Capital Reserve Fund. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br /> and unanimously carried, the Board approved two change order requests from the <br /> project contingency totaling $590, 224.00 for the Kannapolis Middle School <br /> project and authorized the Finance Director to prepare the appropriate budget <br /> revision and related Capital Project Ordinances. <br /> Note: The Budget Amendment and Project Ordinances for items F-1, F-2, F- <br /> 3, F-5, F-6 and F-7 have been combined and are reflected in Item F-7. <br /> (F-6) KCS - Funding Request for Renovations to Convert Kannapolis Intermediate <br /> School to Carver Elementary School <br /> Kannapolis City Schools (KCS) is currently renovating Kannapolis <br /> Intermediate School to convert it into Carver Elementary School by next fall. <br /> The County has funded $850, 000.00 for this project, but there is a shortfall in <br /> the first contract and additional needs for renovations have been requested. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br /> and unanimously carried, the Board approved the Carver Elementary conversion <br /> project shortfall from first phase ($52, 478.00) and the second phase request <br /> ($618,500.00) with funds provided by the Capital Reserve Fund and authorized <br /> the Finance Director to prepare the appropriate budget revision and related <br /> project ordinances. <br /> Note: The Budget Amendment and Project Ordinances for items F-1, F-2, F- <br /> 3, F-5, F-6 and F-7 have been combined and are reflected in Item F-7. <br /> (F-7) KCS - Funding Transfer Request for Technology, Furniture and Equipment <br /> for the Kannapolis Middle School Project <br /> Kannapolis City Schools (KCS) has requested funding for the technology <br /> ($1,200, 000.00) and furniture and equipment ($1,517, 629.00) for the Kannapolis <br /> Middle School project. The funds were approved by the Commissioners during the <br /> FY17 budget process and have remained in the Capital Reserve Fund. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br /> and unanimously carried, the Board approved the funding transfer for technology <br /> ($1,200, 000.00) and furniture and equipment ($1,517, 629.00) from the Capital <br /> Reserve Fund to the Construction Debt Capital Project Fund for the Kannapolis <br /> Middle School project and authorized the Finance Director to prepare the <br /> appropriate budget revision and related Capital Project Ordinances. <br /> Note: The following Budget Amendment and three Project Ordinances are <br /> for Items F-1, F-2, F-3, F-5, F-6 and F-7: <br /> Date: 2/20/2017 Amount: $4,583,303 <br /> Dept. Pleasant Middle School project. <br /> Capital reserve funding of $55,000 engineering and $160,000 change order for the Arts Magnet program <br /> for Royal Oaks Elementary School project. Capital reserve funding of $268,308 technology and $50,000 <br /> moving expenses (Construction owner) for Mt. Pleasant Middle School project. Contingency to cover <br /> two change order requests, $240,577 road improvements, and $349,647 permit fees and civil changes for <br /> the Kannapolis Middle School project. Capital reserve funding to cover a $52,478 shortfall in the <br /> Kannapolis Intermediate School project budget and a request for $618,500 for the second phase of the <br /> project. The Kannapolis Intermediate School project will be converted to the Carver Elementary <br /> School by next fall. Capital reserve funding of $1,200,000 technology and $1,517,629 furniture and <br /> equipment for the Kannapolis Middle School project. <br />
