March 20, 2017 (Regular Meeting) Page 3053 <br /> The Board of Commissioners for the County of Cabarrus met in regular <br /> session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br /> Center in Concord, North Carolina on Monday, March 20, 2017, at 6:30 p.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Lynn W. Shue <br /> Elizabeth F. Poole <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br /> County Manager, Kyle Bilafer, Area Manager; and Megan Smit, Clerk to the Board. <br /> Chairman Morris called the meeting to order at 6:32 p.m. <br /> Boy Scout Troop 222 from Harrisburg United Methodist Church conducted the <br /> Flag Ceremony. Scouts participating were: Noah Craig, William Calloway, Jason <br /> Liblick, Carter Owen, Clyde McNutt, Elijah Craig and Mitchell Wyrick. <br /> Reverend Wayne Allen from Epworth United Methodist Church in Concord <br /> delivered the invocation. <br /> (A) APPROVAL OR CORRECTION OF MINUTES <br /> UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the minutes of January 27, 2017 (Board <br /> Retreat) , January 28, 2017 (Board Retreat) , February 6, 2017 (Work Session) , <br /> and February 20, 2017 (Regular Session) meetings as presented. <br /> (B) APPROVAL OF THE AGENDA <br /> Chairman Morris reviewed the following changes to the Agenda. <br /> Updated: <br /> Closed Session <br /> L-1 Closed Session - Pending Litigation and Economic Development <br /> Supplemental Information: <br /> New Business <br /> G-6 KCS - Funding Request for Contingency to Cover a Change Order for the <br /> Kannapolis Middle School Construction Project <br /> • Change Order <br /> Reports <br /> I-4 Finance - Monthly Financial Update <br /> • Report <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the Agenda as amended. <br /> Chairman Morris recognized Noopur Parikh, Youth Commissioner At- <br /> Large/Early College High School, representative. Ms. Parikh spoke briefly on <br /> the upcoming Youth Commissioners event, "Cabarrus County Youth Speaks". <br /> (C) RECOGNITIONS AND PRESENTATIONS <br /> (C-1) Human Resources - Recognition of Sergeant Barry J. Bruce on His Retirement <br /> form Cabarrus County Sheriff' s Office <br /> Sheriff Brad Riley, Cabarrus County Sheriff' s Office, recognized Sergeant <br /> Barry Bruce on his retirement from his position with the Cabarrus County <br /> Sheriff's Office. He also highlighted a number of Sergeant Bruce' s <br /> accomplishments during his 28-year tenure with the County. <br /> Vice Chairman Honeycutt presented Sergeant Bruce with a service award in <br /> appreciation for his service and dedication to the citizens of Cabarrus County. <br /> Sergeant Bruce graciously accepted the award and expressed appreciation. <br /> (C-2) Human Resources - Recognition of Dennis E. Testerman on His Retirement <br /> Ned Hudson, Soil and Water Conservation District Supervisor, recognized <br /> Dennis E. Testerman on his retirement from his position with the Cabarrus County <br /> Planning and Development Department, Soil and Water Conservation division as a <br />
