<br /> (G-3) CCS - Funding Request for the New High School Land and
<br /> Legal/Administration
<br /> Kelly Kluttz, Cabarrus County Schools (CCS) , Chief Finance Officer,
<br /> requested $164,342.00 in funding for land easement funding ($84, 342.00) and
<br /> administrative/legal fees ($80, 000.00) for the new high school to be located on
<br /> Weddington Road.
<br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and
<br /> unanimously carried, the Board approved the $164, 342.00 new high school budget
<br /> request and authorized the Finance Director to prepare the appropriate budget
<br /> revision and related capital project ordinances.
<br /> Note: The budget amendment and project ordinances for items G-2, G-3, G-
<br /> 4, G-5 and G-6 have been combined and are reflected in Item G-6.
<br /> (G-4) CCS - Funding Request for Performance Learning Center Engineering,
<br /> Architect and Administrative/Legal Fees
<br /> Kelly Kluttz, Cabarrus County Schools (CCS) , Chief Finance Officer,
<br /> requested $219, 000.00 for a new Performance Learning Center (PLC) . The
<br /> breakdown is as follows: engineering ($100, 000.00) , architect
<br /> ($100, 000.00) and administrative/legal fees ($19, 000.00) . She stated this
<br /> request is for the first phase of the PLC project.
<br /> Tim Lowder, CCS Executive Director for Operations, advised this phase
<br /> puts the necessary contract documents together for the design/build process
<br /> oversight for the project. He also responded to questions from the Board.
<br /> UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt
<br /> and unanimously carried, the Board approved the $219, 000.00 Performance Learning
<br /> Center budget request and authorized the Finance Director to prepare the
<br /> appropriate budget revision and related capital project ordinances.
<br /> Note: The budget amendment and project ordinances for items G-2, G-3, G-
<br /> 4, G-5 and G-6 have been combined and are reflected in Item G-6.
<br /> (G-5) KCS - Capital Funding Request for Bus Purchases
<br /> Will Crabtree, Kannapolis City Schools (KCS) , Director of Business
<br /> Operations, requested $441, 739. 00 for the purchase of five yellow school
<br /> buses. He stated the additional buses are needed for the next school term due
<br /> to the increased load for the new Kannapolis Middle School and reconfiguration
<br /> throughout the district.
<br /> A discussion ensued. During discussion, Mr. Crabtree responded to
<br /> questions from the Board. Dr. Chip Buckwell, Kannapolis City Schools (KCS) ,
<br /> Superintendent, was also in attendance.
<br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger
<br /> and unanimously carried, the Board approved the funding request of $441,739.00
<br /> for the purchase of five yellow school buses and authorized the Finance Director
<br /> to prepare the appropriate budget revision and related capital project
<br /> ordinances.

<br /> (G-6) KCS - Funding Request for Contingency to Cover a Change Order for the
<br /> Kannapolis Middle School Construction Project
<br /> Will Crabtree, Kannapolis City Schools (KCS) , Director of Business
<br /> Operations, stated additional information from the exceptional children' s
<br /> director and physical therapist for the school system, regarding safety and
<br /> sensory benefits of turf in the courtyard, was forwarded to the Board. He also
<br /> reported on potential liability of using grass, citing a lawsuit in South
<br /> Carolina involving a school district where a child was injured on a play area
<br /> with mulch.
<br /> Commissioner Shue expressed opposition for turf in the courtyard.
<br /> A discussion ensued. During discussion, Mr. Crabtree and Dr. Chip
<br /> Buckwell, KCS, Superintendent, responded to questions from the Board.
<br /> Commissioner Kiger expressed support for turf in the courtyard.
