Pursuant to N.C.G.S. 20-187.2, it is requested that Sergeant <br /> Bruce's service weapon (Sig Sauer P226, 40 caliber, serial number 47A042241) be <br /> declared surplus and awarded to him for the price of $1. 00. <br /> UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br /> and unanimously carried, the Board declared a service weapon (Sig Sauer P226, <br /> 40 caliber, serial number 47A042241) as surplus property and awarded it <br /> to Sergeant Bruce for the price of $1.00 upon his retirement. <br /> (F-13) Tax Administration - Refund and Release Report - February 2017 <br /> Release report contains taxpayers' names, bill numbers, valuations, tax <br /> amounts, along with the justifications for releasing the valuation/tax amounts <br /> for outstanding levies in accordance with N.C.G.S. 105-381. Refund report is <br /> a summary sheet which lists data from each refund request form, along with the <br /> justification for the refunds to the taxpayers in accordance with N.C.G.S. 105- <br /> 381. <br /> Note: Due to the transition of motor vehicles onto the new North Carolina <br /> Vehicle Tax System (NCVTS) , motor vehicle-related refunds and releases will <br /> begin to be displayed on the new report generated by NCVTS. <br /> UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br /> and unanimously carried, the Board approved the February, 2017 Refund-Release <br /> report as submitted, including the NCVTS Refund Report, and granted authority <br /> to the Tax Collector to process the refunds and releases. The report is hereby <br /> incorporated into the minutes by reference and is on file with the Clerk to the <br /> Board. <br /> (G) NEW BUSINESS <br /> (G-1) EMS - Non-Emergency Franchise Renewal for American TransMed - Hearing <br /> 6:30 p.m. <br /> Alan Thompson, Emergency Management Services (EMS) Director, advised Greg <br /> Kirby, owner of American TransMed was unable to attend due to illness. <br /> Chairman Morris opened the public hearing at 7 :03 p.m. The public hearing <br /> notice was posted on the County' s website (www.cabarrus county.us) on March 8, <br /> 2017 in accordance with Article 2, Administration, Section 2. 1 (Use of <br /> Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br /> Ordinances. <br /> There was no one present to address the Board; therefore, Chairman Morris <br /> closed the public hearing. <br /> (G-2) CCS - Capital Funding Request for Mobile Units and Bus Purchases <br /> Kelly Kluttz, Cabarrus County Schools (CCS) , Chief Finance <br /> Officer, requested funding for the purchase of 20 mobile units <br /> ($2, 400, 000.00) and 10 yellow school buses ($880, 000.00) , for a total request <br /> of $3, 280, 000. 00. She stated the additional mobile units and buses are needed <br /> for the next school term due to the growth in student population. <br /> A brief discussion ensued. During discussion, Tim Lowder, Cabarrus County <br /> Schools (CCS) , Executive Director of Operations, responded to questions from <br /> the Board. <br /> UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br /> unanimously carried, the Board approved the funding request for mobile units <br /> and yellow school buses, and authorized the Finance Director to prepare the <br /> appropriate budget revision and related capital project ordinances. <br /> Note: The budget amendment and project ordinances for items G-2, G-3, G- <br /> 4, G-5 and G-6 have been combined and are reflected in Item G-6. <br />
