May 1, 2017 (Work Session) Page 3111 <br /> The Board of Commissioners for the County of Cabarrus met for an Agenda <br /> Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br /> in Concord, North Carolina on Monday, May 1, 2017 at 4 :00 p.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Elizabeth F. Poole <br /> Lynn W. Shue <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br /> County Manager; Kyle Bilafer, Area Manager; and Megan Smit, Clerk to the Board. <br /> Call to Order <br /> Chairman Morris called the meeting to order at 4:04 p.m. <br /> Approval of Agenda <br /> Chairman Morris presented the following changes to the Agenda: <br /> Additions: <br /> Discussion Items - No Action <br /> 3-6 SeamlessGo.v Website Redesign <br /> Discussion Items for Action at May 15, 2017 Meeting <br /> 4-14 Human Resources - County 457 (b) Deferred Compensation Plan <br /> Supplemental Information: <br /> Discussion Items for Action at May 15, 2017 Meeting <br /> 4-1 Human Resources - Springsted Compensation Study Review <br /> • PowerPoint Presentation <br /> UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the Agenda as amended. <br /> Discussion Items for Action at May 15, 2017 Meeting <br /> Human Resources - Springsted Compensation Study Review <br /> Lundee Covington, Human Resources Director, announced hard copies of <br /> supplemental information have been provided to the Board in regards to the <br /> Springsted Compensation Study Review. <br /> Anne Lewis, Springsted Inc. , Senior Vice President, presented a PowerPoint <br /> presentation and reviewed the recommendations based on the salary study. <br /> Ms. Covington provided additional information regarding implementation <br /> and budgeting for the upcoming year should the compensation study <br /> recommendations be approved. <br /> A lengthy discussion ensued. During discussion, Ms. Covington, Ms. Lewis <br /> and Pam Dubois, Senior Deputy County Manager, responded to questions from the <br /> Board. <br /> Discussion Items - No Action <br /> County Manager - Financial Impact of House Bill 13 on School Districts <br /> Mike Downs, County Manager, reported, after much debate, the decision at <br /> the legislative level has been to push this bill out for a year. He stated, at <br /> that time the legislature may revisit the bill and consider additional funding <br /> to help cover local costs. If that is not the case, he advised the matter will <br /> be brought back before the Board for further discussion. <br /> Commissioner Poole expressed the need to advocate for the Senate to <br /> include funding in this year's budget to cover specialty teacher positions at <br /> the elementary level statewide. <br /> Commissioner Kiger expressed support for flexibility in regards to the <br /> transportation tax that was discussed at the legislative meeting held in March. <br /> County Manager - NCDOT Presentation on the State Transportation Improvement <br /> Program <br />
