May 1, 2017 (Work Session) Page 3112 <br /> Commissioner Poole, the commissioner representative to the Cabarrus-Rowan <br /> Metropolitan Planning Organization, advised she requested Warren Cooksey, North <br /> Carolina Department of Transportation (NCDOT) , Director of Outreach and <br /> Community Affairs for Division 10, to provide an update to the Board on current <br /> and upcoming road construction projects in the county. <br /> Mr. Cooksey presented a PowerPoint presentation on the State <br /> Transportation Improvement Program (STIP) . Topics included: an overview of <br /> current projects in Cabarrus County including utilities relocation, road <br /> widenings, projects crossing into Rowan County, upcoming road closures, bridge <br /> projects, intersection improvements and resurfacing and sidewalk projects. <br /> There was discussion throughout the presentation with Mr. Cooksey <br /> responding to questions from the Board. <br /> SeamlessGov Website Redesign <br /> Debbie Brannan, Chief Information Officer, reported SeamlessGov <br /> representatives will be onsite for the next two days to go over the website <br /> design with department heads. <br /> SeamlessGov representatives Ted Lord, Government Solutions Consultant; <br /> Asher Rosenfeld, Government Experience Consultant and Vincent Vitolo, Account <br /> Manager, provided an overview of the methods and processes used in their focus <br /> areas to aid in the overall redesign of the Cabarrus County website. <br /> A discussion ensued. During discussion, Ms. Brannan, Mr. Lord, Mr. <br /> Rosenfeld and Mr. Vitolo responded to questions from the Board. <br /> Infrastructure and Asset Management - Solid Waste - Franchise Agreement Request <br /> for Proposal Discussion <br /> Kevin Grant, Sustainability Manager, provided an update regarding the <br /> solid waste removal/recycling franchise agreement with Republic Services, <br /> expiring December 31, 2017 . He briefly reviewed a history of the current <br /> Republic Waste franchise agreement and amendments to the agreement. He then <br /> reviewed the steps for the Request for Proposal (RFP) process to receive <br /> competitive bids, beginning in mid-May. He stated the new franchise agreement <br /> should be in place to begin in January 2018. <br /> Kyle Bilafer, Area Manager, advised this schedule is aggressive but should <br /> allow time for the required public hearings and give the selected contractor <br /> time to plan their route matches. <br /> A brief discussion ensued. <br /> County Manager - Discussion Related to Former County Home Property <br /> Jonathan Marshall, Deputy County Manager, reported Cabarrus County owns <br /> property to the east and south of the Cooperative Extension building on Cabarrus <br /> Avenue. He added that the property is currently unused, and that the County <br /> does not have plans to use it. He advised the City of Concord expressed interest <br /> in the property for recreational use. He requested guidance from the Board on <br /> how to proceed. <br /> A discussion ensued. <br /> Active Living and Parks - Park Operation Hours <br /> Londa Strong, Active Living and Parks (ALP) Director, and Byron Haigler, <br /> ALP Superintendent, presented a citizen request to extend County park hours and <br /> the impact of such requests. <br /> A discussion ensued. During discussion, Ms. Strong, Mr. Haigler, Jonathan <br /> Marshall, Deputy County Manager, and Mike Downs, County Manager, responded to <br /> questions from the Board.
