Kelly Kluttz, <br /> CCS, Chief Financial Officer, was also in attendance. <br /> Active Living and Parks - Youth Athletic Co-Sponsorship Agreement <br /> Londa Strong, Active Living and Parks (ALP) Director, and Byron Haigler, <br /> ALP, Superintendent, reported several volunteer youth organizations have <br /> requested use of designated school park facilities at no cost for fall baseball <br /> and spring soccer. Ms. Strong expressed concerns regarding the amount of wear <br /> and tear on the field/turf conditions and the costs associated with maintenance <br /> and upkeep. <br /> Further, Ms. Strong reported the Active Living and Parks Commission <br /> unanimously approved the request and asked for the Board of Commissioners' <br /> consideration. If approved by the Board, the volunteer youth organizations <br /> agreed to regular facilities inspections with the potential for shutdowns based <br /> on field/turf conditions. <br /> A lengthy discussion ensued. During discussion, Ms. Strong, Mike Downs, <br /> County Manager, and Jonathan Marshall, Deputy County Manager, responded to <br /> questions from the Board. It was the consensus of the Board to move this item <br /> to June in order to obtain additional information. <br /> County Manager - Amendment to Chapter 50 of the Cabarrus County Code of <br /> Ordinances <br /> Jonathan Marshall, Deputy County Manager, and Londa Strong, Active Living <br /> and Parks (ALP) Director, presented an ordinance amending Chapter 50 of the <br /> Code of Ordinances. Ms. Strong advised the ordinance would correctly reflect <br /> the department name change in light of the merger between the Aging and Parks <br /> Departments, now known as the Active Living and Parks Department. Mr. Marshall <br /> advised a public hearing is required to approve the proposed changes to the <br /> ordinance. <br /> Finance - CCS Agency Agreements for New Performance Learning Center and New <br /> High School on Weddington Road <br /> Susan Fearrington, Finance Director, stated the County Attorney will <br /> prepare agency agreements which will allow the County to appoint Cabarrus County <br /> Schools Board of Education as its agent in connection with the construction and <br /> equipping of the new Performance Learning Center and the new high school on <br /> Weddington Road. She also responded to questions from the Board. <br /> Finance - Update of Capital Project Fund Budgets and Related Project Ordinances <br /> Susan Fearrington, Finance Director, reported the update of capital <br /> project fund budgets is the annual process where the Finance Department goes <br /> through all the multi-year funds and updates them for any interest earnings or <br /> adjustments that are necessary. She advised budget revisions are necessary to <br /> make the adjustments, and project ordinances are necessary to make those <br /> adjustments effective. <br /> Finance - Installment Financing Contract for Various School and County Projects <br /> - Public Hearing 6:30 P.M. <br /> Susan Fearrington, Finance Director, presented a request for Cabarrus <br /> County to enter into one or more short- and/or long-term installment financing <br /> contracts for an amount not-to-exceed $128, 105, 000.00. She advised the next <br /> step in this financing is to hold a public hearing at the May 15th regular <br /> meeting. She stated the County' s bond counsel will not be available at the May <br /> regular meeting and requested any questions be sent to her prior to the meeting. <br /> Infrastructure and Asset Management - Transfer of Surplus Vehicle to Mount <br /> Mitchell Fire and Medical <br /> Michael Miller, Infrastructure and Asset Management Director, reported <br /> Mount Mitchell Fire and Medical requested one surplus EMS ambulance from <br /> Cabarrus County. He stated a 2010 Chevrolet Model 4500 ambulance has been <br /> identified as a match for their request. <br /> Library - Summer Reading Program Fines and Fees Waiver <br /> Emery Ortiz, Library Director, presented information regarding the summer <br /> reading program, and introduced its theme, "Build a Better World" through a <br /> promotional video created by Davey Beauchamp, Harrisburg Branch Library Manager. <br /> She explained, upon completion of a summer reading log, participants will have <br />
