She requested Board approval of the fine waiver reward <br /> option for the summer reading program. She also responded to questions from <br /> the Board. <br /> Planning and Development - Morehead West Area Plan <br /> Susie Morris, Planning and Zoning Manager, presented a PowerPoint <br /> presentation of the proposed Morehead West Area Plan. Topics of the <br /> presentation included: the team; process; objectives; public engagement; <br /> potential land use; proposed future land use; and mobility and utilities. She <br /> stated the Harrisburg Town Council and the Cabarrus County Planning and Zoning <br /> Commission have approved the proposal and advised a final draft of the Morehead <br /> West Area Plan will be presented at the May 15th regular meeting for final <br /> consideration. She further advised the next step is to hold a public hearing <br /> and for the Board to consider to co-adopt the plan. <br /> A lengthy discussion ensued. During discussion, Ms. Morris and Jonathan <br /> Marshall, Deputy County Manager, responded to questions from the Board. <br /> Planning and Development - Proposed Text Amendments <br /> Susie Morris, Planning and Zoning Manager, presented an overview of the <br /> proposed Text Amendment changes: <br /> • TEXT2017-00001-Chapter 6, General Requirements, Exceptions and <br /> Modifications. Add standalone solar panels accessory use, correct <br /> typo referencing Chapter 5 for accessory building standards, add site <br /> triangle figure. <br /> • TEXT2017-00002-Chapter 7, Permitted Based on Standards and Chapter 2, <br /> Rules of Construction and Definitions. Proposed modification to #8 <br /> Bed and Breakfast, clarification to definition in Chapter 2. <br /> • TEXT2017-00003-Chapter 8, Conditional Uses. Proposed changes to <br /> standards for #21 Reception Facilities, correct typo related to vote <br /> requirement for conditional use permit to be issued, proposed change <br /> to cell tower standards to allow the company that constructs the tower <br /> to bond the overall tower for expected build out. <br /> • TEXT2017-00004-Chapter 7, Permitted Based on Standards. Consider <br /> adding new type of use called Permanent Temporary Event Facility to <br /> Chapter 3, Chapter 2 Rules of Construction and Definitions, and Chapter <br /> 2 Establishment of Zones. Deletions are in strikeout text. Additions <br /> and corrections are in red text. <br /> Ms. Morris advised these proposed amendments have been reviewed and <br /> approved by the Text Amendment Committee and by legal. She stated the Planning <br /> and Zoning Commission voted to recommend the proposed amendments for the Boards' <br /> final consideration. She further stated a public hearing is needed to consider <br /> the proposed amendments. <br /> There was discussion throughout the presentation with Ms. Morris and <br /> Jonathan Marshall, Deputy County Manager, responding to questions from the <br /> Board. <br /> Tax Administration - Collection Agreement with the City of Concord <br /> Janice Morrison, Tax Collection Manager, reported Tax Administration <br /> staff and the County Attorney have been working with the City of Concord to <br /> explore the consolidation of tax collections. She stated Cabarrus County <br /> currently collects taxes for all jurisdictions except Concord. She advised <br /> collecting Concord' s taxes under the County would allow citizens to receive one <br /> bill and pay in one location. This would also simplify and avoid duplication <br /> of efforts in attempting to collect delinquent taxes from the same citizen. <br /> Human Resources - County 457 (b) Deferred Compensation Plan <br /> Lundee Covington, Human Resources Director, reported the County has <br /> provided an IRS qualified Deferred Compensation plan for many years that is <br /> currently administered by Nationwide. To better align with other County <br /> benefits such as the 401K and to assist retirees with financial planning and <br /> necessary forms, she proposed a contract to utilize Prudential as our recognized <br /> 457 (b) provider for new hires effective July 1, 2017.
