May 15, 2017 (Regular Meeting) Page 3117 <br /> The Board of Commissioners for the County of Cabarrus met in regular <br /> session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br /> Center in Concord, North Carolina on Monday, May 15, 2017, at 6:30 p.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Elizabeth F. Poole <br /> Lynn W. Shue <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br /> County Manager; Kyle Bilafer, Area Manager and Megan Smit, Clerk to the Board. <br /> Chairman Morris called the meeting to order at 6:31 p.m. <br /> Girl Scout Brownie and Daisy Troop 1584 from Harvest Harrisburg Church <br /> conducted the Flag Ceremony. Scouts participating were: Madelyn Cox, Zoey <br /> Demkowski, Sierra Dobson, Akacya Callaham, Sydney Ritch, Mia Medina and Jaclyn <br /> Demkowski. <br /> Pastor Mark Ericson from Saint John's Lutheran Church delivered the <br /> invocation. <br /> (A) APPROVAL OR CORRECTION OF MINUTES <br /> UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br /> unanimously carried, the Board approved the minutes of March 23, 2017 (Cabarrus <br /> Summit) , March 24, 2017 (Legislative Meeting) , April 3, 2017 (Work Session) and <br /> April 18, 2017 (Regular Meeting) as presented. <br /> (B) APPROVAL OF THE AGENDA <br /> Chairman Morris reviewed the following changes to the Agenda. <br /> Additions: <br /> Old Business <br /> E-1 Infrastructure and Asset Management - Update on Sale of 2323 Concord Lake <br /> Road <br /> Appointments to Boards and Committees <br /> H-5 Appointments - Cabarrus County Planning and Zoning Commission <br /> Closed Session <br /> L-1 Closed Session - Pending Litigation and Economic Development <br /> Supplemental Information: <br /> Reports <br /> I-4 Finance - Monthly Financial Update <br /> • Report <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the Agenda as amended. <br /> (C) RECOGNITIONS AND PRESENTATIONS <br /> (C-1) Human Resources - Recognition of Richard Valentine on His Retirement <br /> from Cabarrus County Department of Human Services <br /> Bob Bushey, Transportation Manager, recognized Richard Valentine on his <br /> upcoming retirement from his position as a transportation driver with the <br /> Cabarrus County Department of Human Services. Mr. Bushey commented on Mr. <br /> Valentine' s commitment to the citizens of Cabarrus County during his 7-year <br /> tenure. <br /> Vice Chairman Honeycutt presented Mr. Valentine with a service award in <br /> appreciation for his service and dedication to the citizens of Cabarrus County. <br /> Mr. Valentine accepted the award and expressed appreciation. <br /> (C-2) Human Resources - Recognition of Teresa Prather on Her Retirement from <br /> Cabarrus County Library <br /> Emery Ortiz, Library Director, and Christie Reale, Kannapolis Branch <br /> Library, recognized Teresa Prather on her retirement from her position in the <br /> Cabarrus County Library System as the Kannapolis Branch Manager. <br />
