May 15, 2017 (Regular Meeting) Page 3130 <br /> Clerk to the Board <br /> (F-4) Human Resources - County 457 (b) Deferred Compensation Plan <br /> The County has provided an IRS qualified Deferred Compensation plan for <br /> many years. The plan option is currently under the administration of <br /> Nationwide. To better align with other County benefits such as the 401 (k) plan, <br /> a contract is proposed to utilize Prudential as our recognized 457 (b) provider <br /> for new hires effective July 1, 2017. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br /> and unanimously carried, the Board adopted the following resolution: <br /> Resolution No 2017-10 <br /> BOARD RESOLUTION <br /> WHEREAS, the County of Cabarrus wishes to provide a qualified defined <br /> contribution plan to the employees of Cabarrus County Government; and <br /> WHEREAS, the State of North Carolina has established the North Carolina Public <br /> Employee Deferred Compensation Plan, a qualified governmental Deferred <br /> Compensation Plan under Internal Revenue Code § 457 (b) for public employees of <br /> North Carolina. <br /> NOW THEREFORE BE IT RESOLVED that the Cabarrus County Board of Commissioners <br /> has adopted the North Carolina Public Employee Deferred Compensation Plan also <br /> known as "NC Deferred Comp" under the terms of the Plan Document and the Third- <br /> Party Administrator Agreement. All employees (budgeted to work at least 1000 <br /> hours annually) shall become eligible to defer compensation immediately. <br /> Adopted this the 15th day of May, 2017. <br /> /s/ Stephen M. Smit, Clerk to the Board <br /> (F-5) Human Resources - Springsted Compensation Study Review <br /> Anne Lewis, Senior Vice President, Springsted, Inc. presented findings on <br /> salary study data and reviewed recommendations at the work session. The study <br /> included - Department of Human Services (DHS) , Infrastructure and Asset <br /> Management (IAM) and the administrative job family positions. Recommendations <br /> for position reclassifications were reviewed for inclusion in the FY18 budget. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br /> and unanimously carried, the Board adopted recommendations and included them in <br /> FY18 budget. <br /> (F-6) Infrastructure and Asset Management - Transfer of Surplus Vehicle to <br /> Mount Mitchell Fire and Medical <br /> Mount Mitchell Fire and Medical requested one surplus EMS ambulance from <br /> Cabarrus County. The County has identified asset #8246 (VIN <br /> #1GB9G5BL7All70332) , a 2010 Chevrolet ambulance, Model 4500, as a match for <br /> their request. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br /> and unanimously carried, the Board declared one EMS ambulance surplus property <br /> and authorized disposition in accordance with the County's policy. <br /> (F-7) Library - Summer Reading Program Fines and Fees Waiver <br /> As a reward for completing a reading log during the Library System's <br /> summer reading program, Library Director Emery Ortiz proposes offering a $2.00 <br /> waiver of Library fines. The waiver will be one of several reward options <br /> (along with a free book or literacy-related items) and will ideally promote <br /> reading along with assisting in clearing fines from patron records. <br /> As proposed, the waiver would be offered as an annual incentive, similar <br /> to the Food for Fines initiative that occurs every winter.
