Project goals and specifics along with a conceptual site plan- for the <br /> center were included in the handout. <br /> There was discussion throughout and following the presentation with Dr. <br /> Spalding, Ms. Spriggs and Jonathan Chamberlain, RCCC Chief Officer in Civility <br /> and Environmental Services, responding to questions from the Board. <br /> Break <br /> The Board took a short break at 5:44 p.m. The meeting resumed at 6:04 <br /> p.m. <br /> Fire Districts - Presentations of FY18 Budget Request <br /> Bobby Smith, Emergency Management Director, reported the County contracts <br /> with County tax districts (both non-profit volunteer departments and municipal <br /> departments) for the provision of fire services. He stated the tax rates are <br /> set each year by the Board of Commissioners and advised three fire departments <br /> are requesting rate increases for FY18. <br /> City of Concord Fire Department <br /> Brian Hiatt, Concord City Manager, requested a tax rate increase for rural <br /> areas receiving fire services from the City of Concord to equal the rate paid <br /> by residents inside the city limits. <br /> Ray Allen, City of Concord, Fire Chief, presented a PowerPoint <br /> presentation that included the following topics: <br /> ► History of the fire district contract with Cabarrus County <br /> / Concord ISO (Insurance Service Office) rating and fire staffing <br /> / Current fire department operational budget <br /> / Cabarrus County fire protection areas <br /> / ISO for commercial ($500, 000.00 - non-combustible) <br /> ► Map of areas <br /> / Call volume for the areas <br /> ► Proposal for the fire protection districts <br /> ► Revenue for fire protections rates <br /> There was discussion throughout and following the presentation with Mr. <br /> Hiatt, Chief Allen and Mr. Smith responding to questions from the Board. <br /> Flowes Store Volunteer Fire Department <br /> Ken Nichols, Flowes Store Volunteer Fire Department (VFD) Board President, <br /> presented a request for a $.01 increase for the Flowes Store Volunteer Fire <br /> Department. He advised the increase for FY18 would be used to improve staffing. <br /> Joey Houston, Fire Chief, also commented that the increase for FY18 would <br /> be used for additional staffing and necessary upfits to the fire station. <br /> A discussion ensued. During discussion, Mr. Nichols, Mr. Houston and <br /> Mr. Smith, responded to questions from the Board. <br /> In closing, Chief Houston announced the department received assistance <br /> purchasing a new tanker from Union Power Company who applied for a USDA Grant <br /> on their behalf, allowing Union Power to loan funds for the new tanker interest- <br /> free. He invited the Board and public to a media/photo event to be held at the <br /> department on June 29th at 3:00 p.m. <br /> Kannapolis Fire Department <br />
