June 5, 2017 (Work Session) Page 3171 <br /> The Board of Commissioners for the County of Cabarrus met for an Agenda <br /> Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br /> in Concord, North Carolina on Monday, June 5, 2017 at 4:00 p.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Elizabeth F. Poole <br /> Lynn W. Shue <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br /> County Manager; Kyle Bilafer, Area Manager; and Megan Smit, Clerk to the Board. <br /> Call to Order <br /> Chairman Morris called the meeting to order at 4: 02 p.m. <br /> Approval of Agenda <br /> Chairman Morris reviewed the following changes to the Agenda. <br /> Updated: <br /> Closed Session <br /> 6-1 Closed Session - Pending Litigation, Economic Development and Acquisition <br /> of Real Estate <br /> UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the Agenda as amended. <br /> Discussion Items for Action at June 19, 2017 Meeting <br /> Infrastructure and Asset Management - Wireless Tower at CCS Transportation <br /> Department <br /> Kyle Bilafer, Area Manager, reported Cabarrus County has been approached <br /> by On-Air Wireless Group (representing T-Mobile) to request permission to pursue <br /> the design of a wireless tower at the Cabarrus County Schools (CCS) <br /> Transportation Department site located at 111 Union Cemetery Road Southwest in <br /> Concord, North Carolina. Cabarrus County currently owns the property. <br /> Mr. Bilafer advised County staff' s understanding is that the tower would <br /> be 160 feet with appurtenances included. He stated Cabarrus County staff has <br /> walked the property with On-Air Wireless Group representative Wes Webber and <br /> the On-Air Wireless Group has had the site surveyed. He further advised of <br /> graves on the site and requested input and direction from the Board regarding <br /> the graves and any conditions required. <br /> A lengthy discussion ensued. During discussion Jonathan Marshall, Deputy <br /> County Manager, Mr. Bilafer, Mike Downs, County Manager, and Wes Webber, On- <br /> Air Wireless Group, Project Manager, responded to questions from the Board. <br /> County Manager - Proposed T-Mobile Lease at Kannapolis Middle School <br /> Jonathan Marshall, Deputy County Manager, reported a firm is interested <br /> in locating a cell tower on property owned by the County. He advised this is <br /> a proposed co-location at the Kannapolis Middle School which is in the City of <br /> Kannapolis' jurisdiction. He further advised a conditional use permit and a <br /> variance has already been applied for from Kannapolis. He stated Kannapolis <br /> City Schools is interested in considering this lease. In this case, he advised, <br /> based on the Boards' direction, a proposal will be presented for the Boards' <br /> consideration at the June 19, 2017 regular meeting in order to allow the item <br /> to be reviewed by the City of Kannapolis at their meeting on June 20, 2017. <br /> Will Crabtree, Kannapolis City Schools, (KCS) , Director of Business <br /> Operations, advised the proposed location for the cell tower would replace an <br /> existing light tower at Kannapolis Middle School football field. Additionally, <br /> he stated the proposed tower would increase in height from 70 feet to 82 feet. <br /> He requested, should the Board approve the cell tower site, all lease proceeds <br /> go to Kannapolis Middle School for the purchase of assessment software for its <br /> students. <br /> Mr. Marshall advised similar arrangements to direct lease proceeds have <br /> been approved in the past. <br />
