During discussion, Mr. Crabtree, Mr. Marshall and <br /> Richard Koch, County Attorney, responded to questions from the Board. <br /> County Manager - Cooperative Extension ADA Bathrooms and Furniture for County <br /> Departments Budget Revision <br /> Pam Dubois, Senior Deputy County Manager, advised the County is unable to <br /> use the additional Medicaid Hold Harmless funds received for the ADA <br /> modifications to the Bathrooms at Cooperative Extension. Therefore, it is <br /> requested those funds be used to replace aged furniture that is in excess of 20 <br /> years and is no longer safe for use. <br /> A discussion ensued. During discussion, Ms. Dubois, Jonathan Marshall, <br /> Deputy County Manager and Kelly Sifford, Planning and Development Director, <br /> responded to questions from the Board. <br /> County Manager - Purchase of Overflow Parking Lot Property at Concord Senior <br /> Center <br /> Jonathan Marshall, Deputy County Manager, reported complications have <br /> arisen in finalizing a lease for property located next to the Concord Senior <br /> Center overflow parking lot. He stated the owners of the property have <br /> reconsidered and would prefer an outright sale and are offering the property at <br /> the December, 2014 appraised price of $64,000.00. Staff recommends funding the <br /> purchase from FY17 Board of Commissioners Contingency Funds. <br /> County Manager - Duke Energy Easement Approval <br /> Jonathan Marshall, Deputy County Manager, advised Duke Energy presented <br /> a utility easement to Cabarrus County Schools (CCS) to supply power to the new <br /> Odell Elementary School. CCS granted approval. However, since Cabarrus County <br /> is the property owner, an easement must be approved by the Board, executed and <br /> recorded. <br /> County Manager - Duke Energy Easement Approval at Royal Oaks Elementary School <br /> Jonathan Marshall, Deputy County Manager, reported similarly as to the <br /> previous matter, Duke Energy has presented a utility easement to Cabarrus County <br /> Schools (CCS) to supply power to Royal Oaks Elementary School. This easement <br /> has not yet been recorded. Since Cabarrus County is the property owner, the <br /> easement will need to be approved by the Board. <br /> Richard Koch, County Attorney, clarified the legal need for Cabarrus <br /> County to approve and sign the easements for both Odell Elementary and Royal <br /> Oaks Elementary schools. <br /> County Manager - Resolution in Regards to Safety Improvements to the <br /> Intersection of N.C. Highway 3 and Odell School Road <br /> Jonathan Marshall, Deputy County Manager, advised the NCDOT (North <br /> Carolina Department of Transportation) has assessed safety improvements to the <br /> intersection of North Carolina Highway 3 and Odell School Road and determined <br /> that based on a cost-benefit analysis, the solution at this point warrants a <br /> stoplight and a turn lane. It is a belief that a rural roundabout would be <br /> more effective in treating the safety of this intersection. However, it does <br /> not meet cost-benefit ratios for the NCDOT to fund the project. Discretionary <br /> money from the House and Senate has been proposed to help fund the additional <br /> cost and a resolution has been provided requesting legislators to approve the <br /> use of discretionary funds for that purpose. Mr. Marshall advised the City of <br /> Kannapolis has expressed interest in approving a similar resolution. <br /> Chairman Morris advised he was originally contacted by Senator Paul Newton <br /> regarding the County's position. He reiterated Mr. Marshall's comments and <br /> expressed support for the proposed roundabout and resolution requesting funding. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board suspended its Rules of Procedure in order to <br /> take action on this item due to time constraints. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue the <br /> Board adopted the Resolution Regarding Safety Improvements to the Intersection <br /> North Carolina Highway 3 and Odell School Road. <br /> Resolution No. 2017-11 <br /> RESOLUTION REGARDING SAFETY <br />
