June 19, 2017 (Regular Meeting) Page 3177 <br /> The Board of Commissioners for the County of Cabarrus met in regular <br /> session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br /> Center in Concord, North Carolina on Monday, June 19, 2017, at 6:30 p.m. <br /> Present - Chairman: Stephen M. Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Elizabeth F. Poole <br /> Lynn W. Shue <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br /> County Manager; Kyle Bilafer, Area Manager and Megan Smit, Clerk to the Board. <br /> Chairman Morris called the meeting to order at 6:30 p.m. <br /> Chairman Stephen Morris led the Pledge of Allegiance. <br /> Pastor Scott Davis from Pitts Baptist Church in Concord delivered the <br /> invocation. <br /> A moment of silence was held for Mayor Kathy Kitts of Midland. <br /> (A) APPROVAL OR CORRECTION OF MINUTES <br /> UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br /> unanimously carried, the Board approved the minutes of May 1, 2017 (Work <br /> Session) and May 15, 2017 (Regular Meeting) as presented. <br /> (B) APPROVAL OF THE AGENDA <br /> Chairman Morris reviewed the following changes to the Agenda. <br /> Additions: <br /> New Business <br /> G-8 EMS - Response Delays Associated with Road Closures for I-85 Construction <br /> G-9 County Manager - Disposition of School Property <br /> Closed Session <br /> L-1 Closed Session - Pending Litigation and Economic Development <br /> Supplemental Information: <br /> New Business <br /> G-1 County Manager - Adoption of the FY18 Cabarrus County Budget - Public <br /> Hearing 6: 30 P.M. <br /> • Budget Ordinances for FY18 <br /> Reports <br /> I-4 Finance - Monthly Financial Update <br /> • Report <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the Agenda as amended. <br /> (C) RECOGNITIONS AND PRESENTATIONS <br /> (C-1) Active Living and Parks - Park and Recreation Month Proclamation <br /> Chairman Morris read the proclamation aloud. <br /> UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br /> unanimously carried, the Board adopted the proclamation. <br /> Proclamation No. 2017-08 <br /> PROCLAMATION <br /> July 2017 Park and Recreation Month <br /> WHEREAS, parks and recreation and senior center programs are an integral part <br /> of communities throughout this country, including Cabarrus County; and <br /> WHEREAS, our parks, recreation, and senior centers are vitally important to <br /> establishing and maintaining the quality of life in our communities, ensuring <br /> the health of all citizens, and contributing to the economic and environmental <br /> well-being of a community and region; and <br />
