June 19, 2017 (Regular Meeting) Page 3178 WHEREAS, parks, recreation and senior center programs build healthy, active communities that aid in the prevention of chronic disease, provide therapeutic recreation services for those who are mentally or physically disabled, and also improve the mental and emotional health of all citizens; and WHEREAS, parks, recreation and senior center programs increase a community' s economic prosperity through increased property values, expansion of the local tax base, increased tourism, the attraction and retention of businesses, and crime reduction; and WHEREAS, parks, recreation and senior center areas are fundamental to the environmental well-being of our community; and WHEREAS, parks and natural recreation areas improve water quality, protect groundwater, prevent flooding, improve the quality of the air we breathe, provide vegetative buffers to development, and produce habitat for wildlife; and WHEREAS, our parks and natural recreation areas ensure the ecological beauty of our community and provide a place for children and adults to connect with nature and recreate outdoors; and WHEREAS, the U.S. House of Representatives has designated July as Parks and Recreation Month; and WHEREAS, Cabarrus County recognizes the benefits derived from parks, recreation resources and senior centers. NOW THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of Commissioners do hereby proclaim July 2017 as Park and Recreation Month. Adopted this the 19th day of June, 2017. /s/ Stephen M. Morris, Chairman Board of Commissioners (C-2) EMS - Mission Lifeline Gold Recognition Alan Thompson, Emergency Medical Services (EMS) , Director, announced the Cabarrus County EMS system has received the American Heart Association' s 2017 Mission: Lifeline° EMS Gold Award for continually sustaining quality improvement measures for the treatment of patients who experience severe heart attacks. He advised the Cabarrus County EMS System previously received the Gold award in 2015 and 2016 as well as a silver award in 2014. He stated Lifeline' s EMS recognition program recognizes those emergency responders for their efforts in improving STEMI (ST segment elevation myocardial infarction) systems of care and improving the quality of life for these patients. He further stated agencies that receive the Mission: Lifeline Gold award have demonstrated at least 75 percent compliance for each required achievement measure for two years and treated at least eight STEMI patients for each year. In addition, he stated, the Cabarrus EMS System received 100 percent compliance in each measure. The partnership we have with Cabarrus County, the American Heart Association, Carolinas Health Care System Northeast, Cabarrus County Communications, and City/County First Responder agencies results in exceptional care being provided as a system to the patients in Cabarrus County. Chairman Morris commended EMS staff for their achievements and service to the citizens of Cabarrus County. (D) INFORMAL COMMENTS Chairman Morris opened the meeting for Informal Public Comments at 6:40 p.m. He stated each speaker would be limited to three minutes. Thomas Hill, resident of 10896 Pioneer Mill Road in Concord, spoke regarding a deed of sewer and easement recorded in May, 2004 for the development of Cedarvale Farms and future development of land owned by Mr. M.D. and Mrs. Shirley Hill. Margaret Houston, Friends of the Midland Library, President, expressed appreciation to the Board of Commissioners for the Monday Mobile Midland Library Service project.
