June 19, 2017 (Regular Meeting) Page 3206 <br /> • Cabarrus County Residential Anti-displacement and Relocation <br /> Assistance Plan Under Section 104 (d) of the Housing and community <br /> Development Act of 174, as Amended for the Period of June 19, 2017 - <br /> June 19, 2020 <br /> • Cabarrus County Equal Employment and Procurement Plan for the Period <br /> of June 19, 2017 - June 19, 2020 <br /> • Citizen Participation Plan Cabarrus County <br /> • Cabarrus County Procurement Policy HOME Program <br /> • Local Economic Benefit for Low- and Very Low-Income Persons Plan for <br /> the Period of June 19, 2017 - June 19, 2020 <br /> • Recipient' s Plan to Further Fair Housing for June 19, 2017 - June 19, <br /> 2020 <br /> Resolution No. 2017-12 <br /> CABARRUS COUNTY <br /> FAIR HOUSING RESOLUTION <br /> For the Period of June 19, 2017-June 19, 2020 <br /> WHEREAS, The County of Cabarrus seeks to protect the health, safety, and welfare <br /> of its residents; and <br /> WHEREAS, citizens seek safe, sanitary and habitable dwellings in all areas of <br /> the County; and <br /> WHEREAS, the County finds the denial of equal housing opportunities because of <br /> religion, race, creed, color, sex, national origin, handicap or age legally <br /> wrong and socially unjust; and <br /> WHEREAS, the denial of equal housing opportunities in housing accommodations is <br /> detrimental to public welfare and public order; and <br /> WHEREAS, the County finds the practice of discrimination against any citizen in <br /> housing a denial of his equal rights and equal opportunity to seek better living <br /> conditions and to develop community pride; <br /> NOW, THEREFORE, BE IT ORDAINED, by the Board of Commissioners of the County of <br /> Cabarrus, North Carolina, that: <br /> Section I. The Board of Commissioners of the County of Cabarrus has declared <br /> it an official policy of the County government that there shall <br /> not be discrimination in the terms and conditions for buying or <br /> renting housing in the County of Cabarrus. <br /> Section II. All business groups and individual citizens of the County of <br /> Cabarrus are urged to respect and implement this policy. <br /> Section III. The Planning and Development Director or their designate, is the <br /> official authorized to (1) receive and document complaints <br /> regarding housing discrimination in Cabarrus County; and (2) refer <br /> such complaints to the North Carolina Human Relations Council for <br /> investigation, conciliation and resolution. <br /> ADOPTED, this 19th day of June, 2017. <br /> By: /s/ Stephen M. Morris <br /> Chairman, Board of Commissioners <br /> ATTEST: <br /> /s/ Megan Smit <br /> Clerk to the Board <br /> (G-7) Finance - 2017 and 2018 Limited Obligation Bonds (LOBS) Project Ordinance <br /> Updates <br /> Susan Fearrington, Finance Director, advised prior the issuance of debt, <br /> many expenditures need to be pre-audited and/or paid prior to the actual receipt <br /> of the funding. She requested approval of the following budget amendment and <br /> updates to the LOBS 2017 and LOBS 2018 project ordinances. This update will <br /> allow proceeds and projected expenditures to be added to the Capital Project <br /> Funds and to allow updates after the debt proceeds have been received. <br /> UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br /> unanimously carried, the Board adopted the LOBS 2017 budget amendment and <br /> updates to the LOBS 2017 and LOBS 2018 Project Ordinances. <br />
