July 27, 2017 (Cabarrus Summit) Page 3236 <br /> The Board of Commissioners for the County of Cabarrus met for the 2nd <br /> Quarter Cabarrus Summit 2017, at the Cabarrus Arena and Events Center in <br /> Concord, North Carolina on Thursday, July 27, 2017, at 6:00 p.m. <br /> Present - Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Elizabeth F. Poole <br /> Lynn W. Shue <br /> Absent - Chairman: Stephen M. Morris <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br /> County Manager; Megan Smit, Clerk to the Board; Angela Poplin, Deputy Clerk to <br /> the Board; Kasia Thompson, Communications and Outreach Manager; Kristin Bunton, <br /> Communications and Outreach Coordinator; Jodi Ramirez, Law Enforcement <br /> Liaison/Project Administration; and Alan Thompson, EMS Director. <br /> The following municipal representatives were also present: <br /> City of Concord: Brian Hiatt, City Manager; Merl Hamilton, Deputy City <br /> Manager; Lloyd Payne, Assistant City Manager; and Council Members Al Brown, <br /> Jennifer Parsley, Ella Mae Small and Lamar Barrier. <br /> City of Kannapolis: Darrell Hinnant, Mayor, and Mike Legg, City Manager. <br /> Town of Harrisburg: Steve Sciascia, Mayor; Haynes Brigman, Town Manager; <br /> Benita Conrad, Mayor Pro-tem; and Council Members Chad Baucom and Jeff Phillips. <br /> Town of Mount Pleasant: Del Eudy, Mayor; Randy Holloway, Town <br /> Administrator; and Council Members Warren Chapman and Scott Barringer. <br /> Town of Midland: John Crump, Mayor; Doug Paris, Town Manager; and Council <br /> Members Mike Tallent and Rich Wise. <br /> Also present: Georgia Lozier, Congressman Richard Hudson' s Office; <br /> Representatives Carl Ford and Larry Pittman; Dr. Chris Lowder, Cabarrus County <br /> Schools Superintendent; Vice Chair Carolyn Carpenter, Cabarrus County Schools <br /> Board of Education; Dr. Chip Buckwell, Kannapolis City Schools Superintendent; <br /> Arin Wilhelm, Cardinal Innovations; Barbi Jones, Cabarrus Chamber of Commerce; <br /> Marcella Beam, Cabarrus Health Alliance; Lynn Hennighausen and Lynne Golie, <br /> Carolinas Healthcare System; and Kate McAllister and Nancy Woodard, Mental <br /> Health America. <br /> Vice Chairman Honeycutt called the meeting to order at 6:06 p.m. <br /> Introductions and Updates <br /> Mike Downs, County Manager, welcomed municipal elected officials, city <br /> managers and other guests. He also expressed appreciation to the Clerk for her <br /> service to Cabarrus County and announced today is Ms. Smit' s last day of <br /> employment. <br /> Updates on Current Events and Impacts <br /> A representative from each group shared a brief update on current events <br /> in their jurisdiction. <br /> Dinner Break <br /> The Board took a dinner break at 6:24 p.m. The meeting resumed at 6:58 <br /> p.m. <br /> Perspectives on Mental Health <br /> Building a Mental Health Vocabulary <br /> Nancy Woodard of Mental Health America presented a PowerPoint presentation <br /> titled "Building a Mental Health Vocabulary - MH101". The presentation included <br /> the following topics: <br /> • Mental Health America of Central Carolinas <br /> • What keeps individuals from seeking the professional treatment they need? <br /> • Recovery is Possible <br /> • What is a Mental Health Disorder? <br />
