Morris, Chairman <br /> ATTEST: <br /> /s/ Angela Poplin <br /> Interim Clerk to the Board <br /> (F-7) Finance - Delegate JCPC Board of Commissioner Authority to Finance <br /> Director for Review and Signature of Sub-Recipient Program Agreements <br /> As part of the Cabarrus County Annual Budget process an amount is approved <br /> for the Juvenile Crime Prevention Council (JCPC) program. The County receives <br /> the JCPC funding and then passes the funds on to JCPC approved sub-recipients. <br /> Normally at the local June JCPC meeting, final approval to all sub-recipients <br /> are made. After approval the sub-recipients present their Program Agreements <br /> through an electronic approval signature process. This can take up to a month <br /> for final review and approval by the JCPC Chair, the County and the Department <br /> of Public Safety. No funding is released until all reviews and signatures have <br /> been completed. Due to the timing of Sub-Recipient Program Agreement <br /> approvals, there is a need for the Finance Director to review and approve the <br /> Program Agreements for the sub-recipients without waiting for a subsequent BOC <br /> meeting. If approval is granted, the Finance Director can approve and sign the <br /> Program Agreements on behalf of the County and then report to the ROC the final <br /> allocation at a subsequent meeting. <br /> UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue and <br /> unanimously carried, the Board reviewed and approved the Sub-Recipient Program <br /> agreements to the Finance Director, and authorized the Finance Director to sign <br /> on behalf of the County. <br /> (F-8) Finance - Funding Approval for Incentive Grant <br /> On July 17, 2017 the Board of Commissioners approved a new incentive grant <br /> for Project Hercules . The total incentive is not to exceed $1, 487, 500 paid over <br /> a two-year period. Funding for the new grant needs to be established so the <br /> contract can be pre-audited. <br /> Unpaid Incentive Grants are recorded on the yearend Financial Statements <br /> as Committed Fund Balance. The Finance Department has worked with the Tax <br /> Administration Department to determine the amount of unpaid grants to be <br /> reported as June 30, 2017 Committed Fund Balance. One large grant can be <br /> released along with some smaller balance grants. This will allow $1, 138, 567 to <br /> be Assigned Fund Balance at June 30, 2017. The Project Hercules balance of <br /> $348, 933 will need to be committed in the FY18 budget. <br /> UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the Commitment of Fund Balance in the <br /> amount of $348, 933 and authorized the Finance Director to prepare the <br /> appropriate Budget Amendment for Project Hercules in the amount not-to-exceed <br /> $1, 487, 500. <br /> Date: 8/21/2017 Amount: $1,487,500 <br /> Dept. The grant will be paid over a two year period.
