<br /> The energy programs are intended to assist low income elderly, disabled,
<br /> children, and families with financial assistance with energy costs, especially
<br /> for those households that are in a crisis situation or facing serious health
<br /> issues. Both programs are means tested with specific eligibility criteria that
<br /> must be met, including any and all required supporting documentation from the
<br /> applicant.
<br /> The Department will conduct several outreach events, including on-site
<br /> applications for the LIEAP program that will help assist potential homebound
<br /> elderly applicants.
<br /> UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue and
<br /> unanimously carried, the Board approved the Energy Program Outreach Plan for
<br /> submission to the State, including a letter of support for the energy
<br /> programs from the governing board.
<br /> (F-10) Infrastructure and Asset Management - Bid Award for Trucks, Vans and
<br /> SUVs
<br /> A formal bid for two trucks, two vans and two SUVs was advertised, and a
<br /> total of three dealerships submitted bids for various vehicles on July 21, 2017 .
<br /> Based on the outcome of those bids it is recommended to purchase all six vehicles
<br /> from Hilbish Ford for a total cost of $195, 577 .72. All bids received are under
<br /> budget and include tax and tags.

<br /> UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue and
<br /> unanimously carried, the Board approved the bid award and authorized the County
<br /> Manager to execute the contract between Cabarrus County and Hilbish Ford,
<br /> subject to review and revision by the County Attorney.
<br /> (F-11) KCS - Funding Request for Contingency to Cover a Change Order for the
<br /> Kannapolis Middle School Construction Project
<br /> Kannapolis City Schools (KCS) has submitted a request for a change order
<br /> for the construction of the current Kannapolis Middle School project. The
<br /> $71, 016 change order is for intercom system changes ($2,739) and North Carolina
<br /> Department of Transportation (NCDOT) Oakwood road improvements ($68,277) . The
<br /> Kannapolis Middle School project has a $359, 809 balance of contingency funds
<br /> set aside in the County's Capital Reserve Fund.
<br /> UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue and
<br /> unanimously carried, the Board approved a $71, 016 change order from the project
<br /> contingency for the Kannapolis Middle School project and approved
<br /> the budget revision and related Capital Project Ordinances.
