August 21, 2017 (Regular Meeting) Page 3249 <br /> /s/ Angela Poplin <br /> Angela Poplin, Interim Clerk to the Board <br /> (E-2) Infrastructure and Asset Management - Update on Sale of 2323 Concord <br /> Lake Road <br /> Kyle Bilafer, Area Manager of Operations reported after an asking price <br /> reduction in May, 2017, another bid has been received for the property located <br /> at 2323 Concord Lake Road. He stated the list price is $375, 000 and the bid <br /> received is for $325, 000. He requested guidance from the Board as to accepting <br /> the bid and continuing with the upset bid process. <br /> A discussion ensued. During discussion Mr. Bilafer and Richard Koch, <br /> County Attorney, responded to questions from the Board. <br /> Commissioner Shue MOVED to accept the bid of $325, 000 for the sale of <br /> 2323 Concord Lake Road, subject to the upset process. Commissioner Kiger <br /> seconded the motion. <br /> Following a brief discussion, the MOTION unanimously carried. <br /> (F) CONSENT <br /> (F-1) BOC - Resolution Amending the Board of Commissioners' 2017 Meetin <br /> Schedule <br /> A Cabarrus County Leadership Forum on opioid abuse has been planned for <br /> September 7, 2017 at the Laureate Center in Kannapolis. Adoption of a resolution <br /> amending the meeting schedule is needed to add this meeting to the Boards' <br /> calendar. <br /> UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue and <br /> unanimously carried, the Board adopted the Resolution Amending the Cabarrus <br /> County Board of Commissioners' 2017 Meeting Schedule. <br /> Resolution No. 2017-14 <br /> Resolution Amending the <br /> Cabarrus County Board of Commissioners' <br /> 2017 Meeting Schedule <br /> Whereas, on December 19, 2016, the Cabarrus County Board of Commissioners <br /> adopted a meeting schedule for calendar year 2017, which sets forth the dates, <br /> times and locations of various official county meetings; <br /> Whereas, the Board desires to hold a Cabarrus County Leadership Forum on <br /> Opioid Abuse, at 6:00 p.m. on Thursday, September 7, 2017 at the Kannapolis <br /> City Hall in Kannapolis, North Carolina; <br /> Now, therefore be it resolved, the Cabarrus County Board of Commissioners <br /> hereby amends its 2017 Meeting Schedule as follows: <br /> 1. The Board of Commissioners will hold the Cabarrus County <br /> Leadership Forum on Opioid Abuse at 6:00 p.m. on September 7, <br /> 2017 at the Kannapolis City Hall in Kannapolis, North Carolina. <br /> Adopted this the 21st day of August 2017. <br /> /s/ Stephen M. Morris, Chairman <br /> Cabarrus County Board of Commissioners <br /> Attest: <br /> /s/ Angela Poplin <br /> Angela Poplin, Interim Clerk to the Board <br /> (F-2) CCS - Request to Reappropriate FY17 Capital Funding <br /> Cabarrus County Schools (CCS) had $3,178, 527.18 in annual capital funding <br /> at the end of June 30, 2017. The school system is submitting a request to have <br /> the funds reappropriated to FY18. <br /> UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue and <br /> unanimously carried, the Board approved the Cabarrus County Schools FY17 <br /> reappropriation request in the amount of $3, 178, 527 and the related budget <br /> amendment. <br />
