September 5, 2017 (Work Session) Page 3288 <br /> UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Shue and <br /> unanimously carried, the Board suspended its Rules of Procedure in order to <br /> take action on this item due to time constraints. <br /> UPON MOTION by Commissioner Shue, seconded by Commissioner Kiger and <br /> unanimously carried, the Board adopted the Resolution of Support for the North <br /> Carolina Department of Transportation Funding for Road Improvements Related to <br /> Project Hercules. <br /> Resolution No. 2017-19 <br /> Resolution of Support for the North Carolina Department of Transportation <br /> Funding for Road Improvements Related to Project Hercules <br /> WHEREAS, an economic development project titled Project Hercules has been <br /> proposed within the Cabarrus County and the City of Kannapolis; and <br /> WHEREAS, Project Hercules is projected to include up to $85, 000, 000 in <br /> real and personal property value increases; and <br /> WHEREAS, Project Hercules is projected to include up to 600 full time <br /> jobs plus additional seasonal part time employment; and <br /> WHEREAS, to be fully realized Project Hercules will need roadway and <br /> infrastructure improvements to NC Highway 73, Macedonia Church Road, Barr Road, <br /> Kannapolis Parkway and the I-85/George Liles Parkway ramps; and <br /> WHEREAS, the Board of Commissioners and Kannapolis City Council have both <br /> approved economic development incentives to support the Project Hercules <br /> investment and job creation; <br /> WHEREAS, the Board of Commissioners and the City of Kannapolis are <br /> supportive of the NC Department of Transportation proposal to fund up to <br /> $2, 700, 000 to aid in constructing the required infrastructure and roadway <br /> improvements; <br /> NOW THEREFORE, BE IT RESOLVED by the Cabarrus County Board of <br /> Commissioners that they support and encourage the North Carolina Department of <br /> Transportation to approve the Trust Fund Economic Development and Economic <br /> Development Highway Fund for Project Hercules; <br /> Adopted this the 5th day of September 2017. <br /> /s/ Stephen M. Morris, Chairman <br /> Cabarrus County Board of Commissioners <br /> ATTEST: <br /> /s/ Terri Lea Hugie <br /> Clerk to the Board <br /> County Manager - Transfer of Property to the City of Concord <br /> Jonathan Marshall, Deputy County Manager reported that a letter from the <br /> City of Concord has been received requesting the transfer of property for the <br /> purpose of constructing a recreational facility. He advised the property was <br /> previously transferred to Habitat for Humanity, and was then returned to the <br /> county due to the topography and difficulty of developing the land. He further <br /> stated that staff recommends including a parcel of land off Transport Place in <br /> the transfer. He stated the property could be used to connect bicycle and <br /> greenway facilities. <br /> A discussion ensued. During the discussion, Mr. Marshall responded to <br /> questions from the Board. <br /> Finance - CIP Funding of Prime Farmland per the FY2018 Budget <br /> Susan Fearrington, Finance Director advised during the FY18 Budget process <br /> that it was approved to allocate $90, 000 to the Soil and Water District projects <br /> through a transfer from the Deferred Collections. She advised the funds will be <br /> used for future conservation easement purchases. Additionally, the budget <br /> amendment includes an adjustment for account tracking purposes for the Drill <br /> Repair and Program Fee accounts. <br /> A discussion ensued.
