A <br /> public hearing is required. <br /> Cabarrus County Economic Development Grant Analysis - Project Ali <br /> Year 1 <br /> Total Assessed Value $6,400,000.00 <br /> County Taxes at .70 $44,800.00 <br /> Grant @ 850 $38,080.00 <br /> Net Taxes to County $6,720.00 <br /> Chairman Morris opened the Public Hearing at 7 :40 p.m. The Public Hearing <br /> Notice was posted on the County' s website (www.cabarruscounty.us) on September <br /> 6, 2017 in accordance with Article 2, Administration, Section 2.1 (Use of <br /> Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br /> Ordinances. <br /> There was no one present to address the Board; therefore, Chairman Morris <br /> closed the public hearing. <br /> Commissioner Poole MOVED to approve an economic development investment <br /> agreement (one year, 85 percent) between Project Ali and Cabarrus County, and <br /> to authorize the County Manager to execute the agreement on behalf of the Board, <br /> subject to review or revision by the County Attorney. Commissioner Shue seconded <br /> the motion. <br /> Chairman Morris expressed support for the agreement and commented on the <br /> Boards' willingness to be flexible to work with corporate clients. <br /> The MOTION unanimously carried. <br /> Chairman Morris commented on interest in promoting Cabarrus County for <br /> Amazon's consideration as the location for their new headquarters. <br /> (G-2) Planning and Development - Placid Road (SR-1818) Right-of-Way Abandonment <br /> - Public Hearing 6:30 p.m. <br /> Susie Morris, Planning and Zoning Manager reported, as discussed at the <br /> Work Session, this is the final step for the Board in the abandonment of a part <br /> of Placid Road. She advised the North Carolina Department of Transportation <br /> (NCDOT) approved abandonment of the .04 miles and added the new . 02 miles of <br /> Placid Road (SR-1818) to the maintenance list on June 29, 2017 as part of the <br /> development of the Castlebrooke subdivision. She stated a public hearing is <br /> needed to receive input on the proposed right-of-way abandonment. The next step <br /> would be a street closing order handled by staff. <br /> Chairman Morris opened the Public Hearing at 7:46 p.m. The Public Hearing <br /> Notice was posted on the County's website (www.cabarruscounty.us) on August 21, <br /> 2017 in accordance with Article 2, Administration, Section 2.1 (Use of <br /> Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br /> Ordinances. <br /> Pepper Miller, resident of 3600 Placid Road in Kannapolis had questions <br /> regarding who the abandoned right-or-way land would revert to. <br /> Ms. Morris explained the typical process for land redistribution of <br /> abandoned right-of-way property to Ms. Miller. <br /> With there being no one else present to address the Board, Chairman Morris <br /> closed the public hearing. <br /> UPON MOTION by Commissioner Shue, seconded by Commissioner Kiger and <br /> unanimously carried, the Board adopted a resolution abandoning approximately <br /> .04 miles of the existing right-of-way for Placid Road (SR-1818) . <br /> Resolution No. 2017-20 <br /> RESOLUTION <br /> ABANDONMENT AND CLOSURE <br /> OF A PORTION OF THE RIGHT OF WAY <br /> FOR PLACID ROAD <br /> (STATE ROAD NUMBER 1818) <br /> WHEREAS, North Carolina State Road 1818 in Cabarrus County is known as <br /> Placid Road, being a paved road approximately .71 miles in length, with the <br />
