September 18, 2017 (Regular Meeting) Page 3309 <br /> last .04 miles, bound on both sides by property owned by Jesse McKnight (c/o <br /> Myrtle McKnight) & Frank Fleming Jr, being the portion requested to be abandoned <br /> by North Carolina Department of Transportation (NCDOT) ; and <br /> WHEREAS, the Board of County Commissioners of the County of Cabarrus <br /> passed a resolution on January 17, 2017 that the above described portion of the <br /> road, the location of which has been indicated on the attached map, be abandoned <br /> from the Secondary Road System; and <br /> WHEREAS, the North Carolina Department of Transportation (NCDOT) <br /> authorized the abandonment of maintenance of .04 miles of Placid Road (SR 1818) <br /> during the June 29, 2017 meeting; and <br /> WHEREAS, the Cabarrus County Board of County Commissioners, at their <br /> regular meeting on September 18, 2017 at 6:30 p.m., held a public hearing on <br /> their intention to close .04 miles of public right of way for Placid Road (SR <br /> 1818) ; and <br /> WHEREAS, having received public input on the proposed closing at the <br /> meeting, the Cabarrus County Board of Commissioners is of the opinion that the <br /> portion of the road to be abandoned should be abandoned. <br /> NOW THEREFORE, BE IT RESOLVED that .04 miles of public right of way for <br /> Placid Road (SR 1818) be closed effective this 18th day of September 2017. <br /> Adopted this 18th day of September 2017. <br /> /s/ Stephen M. She stated a public hearing is required at the time <br /> plans are made for funding as well as when plans for the funding have been <br /> finalized. She advised that the county has been storing up funds for two years <br /> in order to participate with Kannapolis, Prosperity Unlimited, and Wesley <br /> Development Corporation in the development of an elderly senior housing project. <br /> She further advised that the project is expected to close in November with <br /> construction to begin immediately thereafter. <br /> Chairman Morris opened the Public Hearing at 7:50 p.m. The Public Hearing <br /> Notice was published on September 6 and 10, 2017 in The Independent Tribune. <br /> The Public Hearing Notice was also posted on the County' s website <br /> (www.cabarrus county.us) on September 6, 2017 in accordance with Article 2, <br /> Administration, Section 2.1 (Use of Electronic Means to Provide Public Notices) <br /> of the Cabarrus County Code of Ordinances. <br /> There was no one present to address the Board; therefore, Chairman Morris <br /> closed the public hearing. <br /> No further action was required of the Board. <br /> (G-4) Infrastructure and Asset Management - Sale of 2323 Concord Lake Road <br /> Jonathan Marshall, Deputy County Manager advised an offer for $325, 000 <br /> has been received for the County office building located at 2323 Concord Lake <br /> Road. He stated the Board of Commissioners conditionally accepted this offer <br /> and the upset bid process has expired without any additional offers. Richard <br /> Koch, County Attorney presented certain conditions as an addendum and the Buyer <br /> has accepted all conditions. <br /> Vice Chairman Honeycutt MOVED to approve the contract for the sale of <br /> 2323 Concord Lake Road property. Commissioner Shue seconded the motion. <br /> A brief discussion ensued regarding language to include in the motion. <br /> Commissioner Kiger MOVED to approve the sale of 2323 Concord Lake Road <br /> for $325, 000; including approval of a standard sale contract with the addendum <br />
