October 2, 2017 (Work Session) Page 3316 <br /> who need case management upon release to ensure they are properly assessed and <br /> seeking treatment. <br /> Mike Downs, County Manager provided additional comments regarding other <br /> involvement throughout the community and thanked the Board for their involvement <br /> and support. <br /> A discussion ensued. <br /> BOC - NCACC Video Update <br /> At the request of the North Carolina Association of County Commissioners <br /> (NCACC) , the Board viewed a video update. <br /> Discussion Items for Action at October 16, 2017 Meeting <br /> County Manager - Request Funding for Local Positions Based on the State Salary <br /> Match <br /> Pam Dubois, Senior Deputy County Manager presented the following request <br /> to fund local community college positions based on the state budget funding for <br /> state positions: $15, 912 ($10, 158 for salary increases for four staff members <br /> at 100 percent, five staff members at 50 percent and one staff member at 25 <br /> percent; and FICA; $3, 067 for retirement and the remaining is for paid health <br /> insurance) . She stated each year, after the state budget is passed, a request <br /> is made to provide the local match for equal funding for these staff members. <br /> DHS - FY19 5307 Urbanized Area Funding <br /> Bob Bushey, Department of Human Services (DHS) , Transportation Manager <br /> presented a request for FY19 5307 Urbanized Area Funding. He stated this is a <br /> new federal grant for Cabarrus County since the county has been designated as <br /> a large urban system. He reported the state has taken over the administration <br /> of this grant. He advised DHS can replace two of their vehicles but they must <br /> be funded through the FY19 5307 federal grant. He further advised a public <br /> hearing and adoption of related resolutions is required for the application. He <br /> also responded to questions from the Board. <br /> DHS - FY19 5311 Community Transportation Grant <br /> Bob Bushey, Department of Human Services (DHS) , Transportation Manager <br /> requested approval to apply for the FY19 5311 Community Transportation Grant, <br /> which provides funding for county transportation administrative costs such as <br /> salaries, insurance, equipment and supplies. He stated the grant includes a <br /> capital section, which will be used to purchase 22 tablets to replace the <br /> current computers in the vehicles. The current computers have met their useful <br /> life. He advised a public hearing and adoption of related resolutions is <br /> required for the application. He also responded to questions from the Board. <br /> Planning and Development (Soil and Water Conservation District Board) <br /> Daniel McClellan, Senior Resource Conservation Specialist requested <br /> approval for the Soil and Water Conservation District Board to apply for state <br /> and federal Farmland Preservation Grants to purchase development rights for <br /> permanent agricultural conservation easements on two farms. <br /> A discussion ensued. During discussion, Kelly Siff ord, Planning and Zoning <br /> Director responded to questions from the Board. <br /> Planning and Development - HOME Program Project Ordinance and Budget <br /> Kelly Sifford, Planning and Zoning Director reported the HOME Project <br /> Ordinance will require updating and a budget amendment adopted to allocate <br /> program income that has been generated. She advised the program income was <br /> generated by the HOME Program and is required to be put back into the program <br /> and expended prior to any other financial drawdowns. Staff recommends since the <br /> amount is too small to do a stand-alone project, the income be added to the <br /> funds for the Prosperity Ridge Elderly Housing Project. <br /> Planning and Development - Proposed Text Amendment to Zoning Ordinance <br /> Susie Morris, Planning and Zoning Manager presented a proposed text <br /> amendment to Chapter 4, Overlay Districts and Zones to the Zoning Ordinance. <br /> She reported the proposed changes are related to the buffer requirements for <br /> water bodies and remove language requiring buffers on intermittent streams and <br /> ponds that are not located along perennial streams.
