Planning and Development - Proposed Text Amendment to Zoning Ordinance, Chapter 3 (TEXT2017-00009) Susie Morris, Planning and Zoning Manager presented a proposed text amendment to Chapter 3, Establishment of Zones to the Zoning Ordinance. She advised the proposed changes are related to temporary signs. The changes remove line items from the permitted based on standards use lists in the text as well as the permitted use table and directs the reader to Chapter 11 where the temporary sign information is now located. Solid Waste - Ordinance Acknowledging Solid Waste Collection and Disposal Franchise Agreement with Republic Services of Charlotte and Awarding of Franchise Agreement to Repu=blic Services of Charlotte - First Reading Kevin Grant, Sustainability Manager reported results from the RFP (Request for Proposals) for the Solid Waste Collection and Disposal Franchise bids were presented in July 2017. He advised a contract between Cabarrus County and Republic Services for these services has been provided in the agenda. Kyle Bilafer, Area Manager of Operations advised County Attorney Richard Koch has reviewed and revised the agreement included in the agenda. Mr. Grant advised per NCGS 153A-46, no ordinance making a grant, renewal, extension, or amendment of any franchise may be finally adopted until it has been passed at two regular meetings of the board of commissioners. No such grant, renewal, extension, or amendment may be made except by ordinance. He stated due to the fees in the bid, an increase in the fee schedule is anticipated. Mr. Bilafer commented on current fees and advised proposed changes to the fee schedule will be brought before the Board in the near future. A brief discussion ensued.
