She stated the amendment should provide additional flexibility for <br /> non-conforming lots and lots that were created prior to the zoning ordinance <br /> adoption. <br /> Planning and Development - Proposed Text Amendment to Zoning Ordinance, Chapter <br /> 3 (TEXT2017-00009) <br /> Susie Morris, Planning and Zoning Manager presented a proposed text <br /> amendment to Chapter 3, Establishment of Zones to the Zoning Ordinance. She <br /> advised the proposed changes are related to temporary signs. The changes remove <br /> line items from the permitted based on standards use lists in the text as well <br /> as the permitted use table and directs the reader to Chapter 11 where the <br /> temporary sign information is now located. <br /> Solid Waste - Ordinance Acknowledging Solid Waste Collection and Disposal <br /> Franchise Agreement with Republic Services of Charlotte and Awarding of <br /> Franchise Agreement to Repu=blic Services of Charlotte - First Reading <br /> Kevin Grant, Sustainability Manager reported results from the RFP <br /> (Request for Proposals) for the Solid Waste Collection and Disposal Franchise <br /> bids were presented in July 2017. He advised a contract between Cabarrus County <br /> and Republic Services for these services has been provided in the agenda. <br /> Kyle Bilafer, Area Manager of Operations advised County Attorney Richard <br /> Koch has reviewed and revised the agreement included in the agenda. <br /> Mr. Grant advised per NCGS 153A-46, no ordinance making a grant, renewal, <br /> extension, or amendment of any franchise may be finally adopted until it has <br /> been passed at two regular meetings of the board of commissioners. No such <br /> grant, renewal, extension, or amendment may be made except by ordinance.
