January 5, 2015 (Work Session) Page 2249 <br />adoptions and covers the costs of providing the pre - placement <br />assessment, court report, and any required monitoring. <br />An internal work group including the Director, Administrator, and <br />DHS adoption staff developed the proposed fee schedule based on <br />reasonable charges and comparative policies with surrounding <br />counties. The Department is proposing a reduced fee for families <br />at or below the 2010 percent poverty level. <br />DHS - Community Alternatives Program Divestment <br />Ben Rose, Human Services Director, presented a request for divestment <br />of the Community Alternatives Program (CAP). He stated the goal of CAP is to <br />promote a person's ability to remain in their home safely, and to defer the <br />cost of nursing home placement through intensive in -home services. He advised <br />over the past two years, additional Medicaid reimbursement reductions have <br />resulted in the program expenses exceeding available revenue. In addition, <br />the conversion to the North Carolina Tracks billing system for Medicaid has <br />created an administrative burden for billing CAP services, resulting in <br />delayed and lost revenues. He further advised the divestment of CAP services <br />will allow them to be provided within the private sector and should not <br />result in any loss of services to current CAP clients. He also responded to <br />questions from the Board. Kathy Mowrer, Adult and Aging Services, Program <br />Administrator, was also in attendance. <br />Finance - Update Fund 460, Small Projects Capital Projects Ordinance and <br />Budget Amendment <br />Susan Fearrington, Finance Director, reported, in preparation of <br />closing out the Lomax Farm capital project, all excess revenues assigned to <br />the project are being returned to the Local Agriculture Preservation Project. <br />She advised this project will be closed out at the end of the fiscal year <br />during the audit process. Also during this update, all other revenues <br />collected in excess of budget for other projects are being updated for future <br />use, based on their designated purpose such as Board of Elections <br />Equipment, Register of Deeds Automation Fund, and Soil and Water fund. The <br />County updates each Project Ordinance at least annually based on changes to <br />projects and /or excess revenue collections that occur during the fiscal year. <br />Human Resources - Benefits Accrual for Elected Full -Time Positions <br />Lundee Covington, Human Resources Director, presented a request for <br />recommended changes to the Personnel Ordinance. She advised currently <br />elected full -time positions (Sheriff and Register of Deeds) receive sick <br />leave accrual but no other benefit accruals (vacation, comp time). These <br />positions generally work schedules comparable to other full --time positions. <br />To correct this disparity, she recommended adjusting the sick balance to a <br />benefits schedule based on years of service such as those used for other <br />benefit accruals. <br />Infrastructure and Asset Management - Introduction of CIP Process <br />Jonathan Marshall, Deputy County Manager, presented an overview of the <br />Capital Improvement Program (CIP) process. He identified future projects <br />such as a new courthouse, downtown parking deck, etc.. <br />Mike Downs, County Manager, recommended extending the lease for the <br />Human Services building. He suggested looking for future school and park <br />sites. He stated there will be more discussion on CIP at the Boards' <br />retreat. <br />Board. <br />A discussion ensued with Mr_ Marshall responding to questions from the <br />Infrastructure and Asset Management - Acceptance of Concord Property <br />Jonathan Marshall, Deputy County Manager, reported the City of Concord <br />erected a metal storage building on County property behind EMS Station 2 off <br />NC 49. He stated that building was used by the City as a temporary fire <br />station while the permanent station on Old Charlotte Road was constructed. <br />Since that time, the County has used the building for additional EMS and <br />Sheriff storage. The Concord City Council has declared the building as <br />surplus and approved the transfer to the County_ He advised the building is <br />of great use to the county and advised the building needs work which has <br />already been assessed. <br />
