January 5, 2025 (Work Session) Page 2250 <br />Infrastructure and Asset Management - Resolution for Exchange of Property at <br />Wallace Park <br />Jonathan Marshall, Deputy County Manager, stated the County will be <br />advertising the intent to exchange property related to Wallace Park. He <br />advised this transfer will require adoption of a resolution at the Boards' <br />January regular meeting. <br />Richard Koch, County Attorney, stated, in the meantime, the <br />advertisement will be published so the Board can act on the transfer at the <br />January 20, 2015 regular meeting. <br />Infrastructure and Asset Management - Schedule a Public Hearing to Consider <br />the Abandonment of Part of North Drive <br />Jonathan Marshall, Deputy County Manager, reported the abandonment of <br />part of North Drive was previously discussed at the Boards' December work <br />session and a resolution requesting consideration of the closure of North <br />Drive was adopted at the Boards' December 15, 2014 regular meeting. He <br />advised the same resolution is going before the Mount Pleasant commissioners <br />this month and stated this issue should go before the Board of Transportation <br />to consider abandonment of maintenance at their meeting in early February. <br />He recommended the Board schedule a public hearing for the February 16, 2015 <br />regular meeting. In addition, he advised of strict advertising requirements <br />which include notices to be sent by certified mail to appropriate property <br />owners, signage and newspaper ads. He also responded to questions from the <br />Board. <br />Planning and Development - Authorization to Submit the Weatherization and <br />Heating and Air Repair and Replacement Application <br />Kelly Sifford, Planning and Development Director, requested <br />authorization to submit the Weatherization and Heating and Air Repair and <br />Replacement (HARRP) application. She stated these applications are submitted <br />on an annual basis. She also responded to questions from the Board. <br />Planning and Development - soil and Water Conversation District - A lication <br />for significant Natural Heritage Area Protecti <br />Kelly Sifford, Planning and Development Director, requested <br />authorization for the Cabarrus Soil and Water Conservation District to submit <br />an application to the State Clean Water Management Trust Fund to protect the <br />state- designated Suther's Wet Prairie Significant Natural Heritage Area, in <br />partnership with the Land Trust for Central North Carolina and the Plant <br />Conservation Program in the North Carolina Department of Agriculture and <br />Consumer Services; and to approve the use of $249,000.00 from the Prime <br />Farmland Preservation Fund as matching funds for this grant application. <br />Commissioner Mynatt expressed support for preserving this natural <br />heritage area. <br />A discussion ensued. <br />Mike Downs, County Manager, advised the monies in the Prime Farmland <br />Preservation Fund were pulled over from the Present -Use Value Fund after the <br />sale of agricultural properties within the Present -Use Deferment Program. <br />Discussion on Sludge <br />Chairman Morris advised at the previous meeting, additional information <br />was requested in regards to CMUD (Charlotte Mecklenburg Utilities Department) <br />sludge in Cabarrus County. <br />Richard Koch, County Attorney, advised, based on what he has been able <br />to determine at this point, this particular area of regulation has been pre- <br />empted by the state, removing the option for local regulation. He further <br />advised there may be other options, but the Board cannot pass an ordinance <br />that would regulate this issue on a local basis. He stated the Board may <br />consider petitioning the legislature to ask them to change those statutes to <br />allow local options or regulations. <br />A discussion ensued regarding <br />representatives on this issue. <br />discussions with local legislative <br />Approval of Regular Meeting Agenda <br />
