January 5, 2015 (Work Session) Page 2247 <br />Vice Chairman Poole commended Ms. Sifford and her department for <br />ensuring the program has maximum impact. <br />UPON MOTION of Vice Chairman, seconded by Commissioner Mynatt and <br />unanimously carried, the Board suspended its Rules of Procedures in order to <br />take action on the item. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board scheduled a public hearing for Tuesday, <br />January 21, 2015 at 6:30 p.m. or as soon thereafter as persons may be heard <br />to consider amending the 2011 --2012 and 2012 -2013 HOME program funding for a <br />housing reconstruction project and associated demolition. <br />Recess of Meeting <br />At 6:43 p.m., the Board took a short break. The meeting resumed at <br />6 :53 p.m. <br />County Manager - Request to Reinstate Spay Neuter Funding for Spay it Forward <br />Pam Dubois, Senior Deputy County Manager, presented the following <br />information relating to a request to reinstate spay neuter funding for Spay <br />It Forward. <br />Cabarrus County participated in the Spay Neuter program with the <br />State from FY2005 until FY2013. The request to terminate the <br />program was recommended by the Department of Social Services <br />Board. The necessary paper work for the program required time <br />away from the growing duties of the economic services division, <br />which was headed into the conversion of NCFAST for food stamps <br />and later Medicaid. <br />Spay it Forward would like to request the reinstatement of funds <br />at a level of $15,000.00 and the County would receive the <br />allocated amount that the state provides as reimbursement in the <br />year of the expenditure. Additional data is provided for <br />reference from the County's fiscal history of the program as well <br />as state information regarding the program. <br />Ann Cannon, President, Spay It Forward, reported Spay It Forward <br />focuses on ethical and humane approaches to animal management in Cabarrus <br />County. She stated Spay it Forward is a non -- profit and was formed as a <br />result of the elimination of the spay /neuter voucher system, to fill that <br />void and to alleviate the population of unwanted pets by providing funds for <br />spay and neuter of pets of low - income families or pets otherwise neglected. <br />In addition, she advised the feral cat population is included in this program <br />and noted other agencies that work in collaboration with Spay It Forward to <br />include services to trap feral and stray cats. She also reviewed the <br />following 2014 totals for Spay It Forward: <br />Spayed felines <br />Neutered felines <br />Spayed canines <br />Neutered canines <br />Total felines <br />Total canines <br />149 <br />72 <br />23 <br />10 <br />221 (approx. 180 are feral /strays) <br />33 <br />Total number of animals altered 254 <br />Total number births of kittens prevented (in one year) 2,652 <br />Total number births of puppies prevented (in one year) 528 <br />Total cost to Spay It Forward for 2014 is $14,427.00 including required <br />vaccinations. Average cost per animal was $57.00. <br />Ms. Cannon also responded to questions from the Board. Issues <br />addressed included: funding efforts; applications may be submitted on the <br />Spay It Forward website: www.spayitforwardnc.org etc. <br />A discussion ensued. During discussion, commissioners commended Ms. <br />Cannon for her efforts and accomplishments.
