Items addressed included: a request for a five - <br />year plan for future school growth; funds for furniture, equipment and <br />technology; the funding shortfall; etc. <br />Mr. Burnett advised experts from Moseley Architects are present to <br />respond to questions regarding the BOE's request to add geothermal and LED <br />lighting to the project. <br />Mr. Burnett and John Nichols, Energy Analytics Specialist, Moseley <br />Architects, reviewed a PowerPoint presentation for the New Odell 3 -5 <br />Elementary School. There was discussion throughout the presentation with Mr. <br />Burnett, Mr. Nichols and Bill Laughlin, Architect of Record, Moseley <br />Architects, responding to questions. <br />The presentation included the following topics: <br />• CCS Initiatives to Reduce Energy and Water Consumption <br />• Odell 3 -5 Sustainable Design and Energy Efficiency Highlights <br />• History: Continued Improvements in Energy Performance <br />• Options: LED Lighting Alternate vs. Base Bid <br />+ Options: Geothermal Alternate vs. Base Bid <br />+ Summary <br />• Potential Decision Points <br />Vice Chairman Poole requested the actual and budgeted amount per year <br />since 2009 -10 for utility costs of electricity, natural gas, and water and <br />sewer. She also requested additional information in regards to any building <br />additions that could correlate to an increase in cost. <br />Commissioner Shue requested information relating to savings since <br />Educational Consulting, Inc., or EduCon, was hired by CCS. <br />Infrastructure and Asset Management - Office Renovations in Courthouse and <br />Courthouse Annex <br />This item was moved up in order to accommodate the District Attorney's <br />schedule. <br />Michael Miller, Infrastructure and Asset Management Assistant Director, <br />introduced District Attorney Roxann Vaneekhoven and Catherine Combs, North <br />Carolina Department of Public Safety. He then presented an overview of <br />recent renovations to the Cabarrus County Courthouse. <br />Roxann Vaneekhoven, District Attorney, presented a request for <br />renovations to the District Attorney's office to create a new workroom and <br />conference space in the office area. She advised funds in the amount of <br />$189,500.00 were unexpended from the Courthouse Annex /Parking Lot project and <br />are available to fund this request. She further advised the requested <br />renovations will use existing space in the District Attorney's office. <br />Catherine Combs, North Carolina Department of Public Safety, advised <br />the Department of Probation Services (DPS) has received approval for six <br />additional staff positions and office space will be needed for those <br />positions„ <br />Mr. Miller reviewed renovation plans drawn up by Griffin Architecture. <br />A lengthy discussion ensued. During discussion, Mr. Miller, Ms. <br />Vaneekhoven and Deputy County Managers Pam Dubois and Jonathan Marshall <br />responded to a variety of questions from the Board. <br />Planning and Development - Schedule a Public Hearing for the HOME Program <br />Note: This item was moved up on the Agenda. <br />Kelly Sifford, Planning and Development Director, requested a public <br />hearing at the January 20, 2015 regular meeting to amend the 2011 -2012 and <br />the 2012 -2013 HOME program funding to allow for a housing reconstruction <br />project and the associated demolition. She advised there is approximately <br />$58,000.00 left in the FY12 year, and the request is to amend both fiscal <br />years. She stated this request is to replace a home where the estimated <br />repair costs, combined with other program requirements for the situation, <br />present a feasibility issue. The funding and required match is in place for <br />the proposed project. She stated there will be enough funding in the fiscal <br />year 2012 -2013 program year to do another rehabilitation project with the <br />funds. <br />
