January 20, 2 015 (Regular Meeting) Page 2252 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Tuesday, January 20, 2015, <br />at 6:30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />Girl Scout Daisy Troop 1584 from New Harvest Church in Harrisburg <br />conducted the Flag Ceremony. Scouts participating were: Asia Grant, Rylinn <br />Frances, Sydney Ritch, Zoey Demkowski, Maddie Cox, Mia Medina, Alyssa Serviss <br />and Julia Mulcahy. <br />Senior Pastor Doug Agnew from Grace Church in Harrisburg delivered the <br />invocation. <br />A moment of silence was observed for John Walker and Mary Richardson. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the minutes of December 15, 2014 <br />(Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />New Business <br />G -4 BOC - Resolution Amending the Cabarrus County Board of Commissioners' <br />Meeting Schedule for Calendar Year 2015 <br />Updated: <br />F -7 Infrastructure and Asset Management - Office Renovations in Courthouse <br />and Courthouse Annex <br />UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Active Living and Parks - Recognition by NCRPA <br />Michelle Wells, Executive Director, NCRPA (North Carolina Recreation <br />and Park Association), recognized the Active Living and Parks Department for <br />receipt of a Healthy Eating Equipment Grant offered from the NCRPA in <br />conjunction with the Blue Cross Blue Shield North Carolina Foundation. She <br />stated the grant is offered through NCRPA and was awarded for promoting <br />healthy concessions at remote special events. She advised the grant allowed <br />the department to upfit an existing concessions trailer with utilities for <br />cooling /heating equipment, allowing safe food handling practices. She <br />commended the Board for adopting policies and procedures that encourage a <br />healthy lifestyle in Cabarrus County. <br />Ms. Wells recognized Perry Gabriel, Active Living and Parks, Program <br />Manager, for spearheading the project in Cabarrus County and sharing his <br />knowledge and research with other communities in North Carolina. On behalf <br />of the NCRPA and Blue Cross Blue Shield Foundation of North Carolina, Ms. <br />Wells presented Mr. Gabriel with a certificate and thanked him for his <br />leadership and dedication to encouraging a healthy active lifestyle in <br />Cabarrus County. <br />(C -2) Proclamation - Black History Month <br />Chairman Morris read the proclamation aloud. <br />
