January 20, 2 015 (Regular Meeting) Page 2252 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Tuesday, January 20, 2015, at 6:30 p.m. Present - Chairman: Stephen M. Morris Vice Chairman: Elizabeth F. Poole Commissioners: Diane R. Honeycutt Grace M. Mynatt Lynn W. Shue Also present were Mike Downs, County Manager; Richard M. Koch, County Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy County Manager; and Megan Smit, Clerk to the Board. Chairman Morris called the meeting to order at 6:30 p.m. Girl Scout Daisy Troop 1584 from New Harvest Church in Harrisburg conducted the Flag Ceremony. Scouts participating were: Asia Grant, Rylinn Frances, Sydney Ritch, Zoey Demkowski, Maddie Cox, Mia Medina, Alyssa Serviss and Julia Mulcahy. Senior Pastor Doug Agnew from Grace Church in Harrisburg delivered the invocation. A moment of silence was observed for John Walker and Mary Richardson. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and unanimously carried, the Board approved the minutes of December 15, 2014 (Regular Meeting) as written. (B) APPROVAL OF THE AGENDA Chairman Morris reviewed the following changes to the Agenda. Additions: New Business G -4 BOC - Resolution Amending the Cabarrus County Board of Commissioners' Meeting Schedule for Calendar Year 2015 Updated: F -7 Infrastructure and Asset Management - Office Renovations in Courthouse and Courthouse Annex UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole and unanimously carried, the Board approved the Agenda as amended. (C) RECOGNITIONS AND PRESENTATIONS (C -1) Active Living and Parks - Recognition by NCRPA Michelle Wells, Executive Director, NCRPA (North Carolina Recreation and Park Association), recognized the Active Living and Parks Department for receipt of a Healthy Eating Equipment Grant offered from the NCRPA in conjunction with the Blue Cross Blue Shield North Carolina Foundation. She stated the grant is offered through NCRPA and was awarded for promoting healthy concessions at remote special events. She advised the grant allowed the department to upfit an existing concessions trailer with utilities for cooling /heating equipment, allowing safe food handling practices. She commended the Board for adopting policies and procedures that encourage a healthy lifestyle in Cabarrus County. Ms. Wells recognized Perry Gabriel, Active Living and Parks, Program Manager, for spearheading the project in Cabarrus County and sharing his knowledge and research with other communities in North Carolina. On behalf of the NCRPA and Blue Cross Blue Shield Foundation of North Carolina, Ms. Wells presented Mr. Gabriel with a certificate and thanked him for his leadership and dedication to encouraging a healthy active lifestyle in Cabarrus County. (C -2) Proclamation - Black History Month Chairman Morris read the proclamation aloud.
