January 20, 2015 (Regular Meeting) Page 2253 <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Shue and <br />unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2015 -01 <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />PROCLAMATION <br />WHEREAS, Black History /African- American History Month is the observance <br />of a special period to recognize the achievements and contributions of <br />African - Americans to our county, state, and nation; and <br />WHEREAS, this observance presents the special opportunity to become <br />more knowledgeable about black heritage, and to honor the many black leaders <br />who have played a part in the progress of our county; and <br />WHEREAS, such knowledge can strengthen the insight of all our citizens <br />regarding the issues of human rights, the great strides that have been made <br />in the crusade to eliminate the barriers of equality for minority groups, and <br />the continuing struggle against racial discrimination and poverty; <br />WHEREAS, as a result of their determination, hard work, intelligence, <br />and perseverance, African- Americans have achieved exceptional success. in all <br />aspects of society including business, education, politics, science, <br />athletics, and the arts; and <br />NOW, THEREFORE, BE IT PROCLAIMED that the Board of Commissioners for <br />Cabarrus County, North Carolina, do hereby proclaim February 2015 as Black <br />History /African - American History Month and encourage all citizens to <br />participate in the educational and celebratory events honoring the <br />contributions and accomplishments of African- Americans. <br />Adopted this the 20th day of January, 2015. <br />/s/ Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 6:47 <br />p.m. He stated each speaker would be limited to three minutes. <br />Rodney Kindley, resident of 2131 St. Stephens Church Road in Mount <br />Pleasant, reiterated concerns he previously expressed at the Boards' December <br />15, 2014 meeting in regards to CMUD (Charlotte Mecklenburg Utilities <br />Department) dumping sludge on farmland in Cabarrus County. He read an <br />excerpt from the January 18, 2015 issue of the Salisbury Post citing <br />environmental violations concerning a non - permitted dump site. <br />Dr. Lance Riley, resident of 6508 Reafield Drive in Charlotte, <br />expressed agreement with Mr. Kindley's comments and reiterated concerns he <br />previously expressed at the Boards' December 15, 2014 meeting in regards to <br />CMUD (Charlotte Mecklenburg Utilities Department) dumping sludge on farmland <br />in Cabarrus County. He urged the Board to take action on this issue. <br />With there being no one else to address the Board, Chairman Morris <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />(F -1) County Manager - Request to Reinstate Spay Neuter Funding for Spay it <br />Forward <br />Cabarrus County participated in the Spay Neuter program with the State <br />from FY2005 until EY2013. The request to terminate the program was <br />recommended by the Department of Social Services Board. The necessary <br />paperwork for the program required time away from the growing duties of the <br />economic services division, which was headed into the conversion of NCFAST <br />for food stamps and later Medicaid. <br />
