UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole and unanimously carried, the Board moved to allow the Deputy County Manager and County Attorney to work with Spay It Forward to establish agreements with the state and the local spay neuter clinic to reestablish the spay neuter program in Cabarrus County and fund the project at a level of $15,000.00. The proposed fee schedule establishes fees for both family and independent private adoptions and covers the costs of providing the pre - placement assessment, court report, and any required monitoring. An internal work group including the Director, Administrator, and DHS adoption staff developed the proposed fee schedule based on reasonable charges and comparative policies with surrounding counties. The Department is proposing a reduced fee for families at or below the 200 percent poverty level. UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole and unanimously carried, the Board adopted the proposed Adoption Fee Schedule. The Adoption Fee Schedule is as follows: CABARRUS CCUNTY DEPARTMENT OF SOCIAL SERVICES ADOPTION SERVICES FEE SCHEDULE In compliance with 10 NCAC 70H.01113, The Cabarrus County Department of Social Services will charge the following fees for certain adoption services as outlined in G.S. 48- 3- 304(a) and G.S. 48- 2- 504(a): • The preparation of a Pre - Placement Assessment $1200 • A report to the Court $300 The following specific services will be provided according to the type of adoption request:. (1) Stepparent and Relative Adoptions • Initial application; • Home visit(s) for data collection and assessment of home for placement; • Report to the Clerk of Court (2) Independent Adoption • Social Assessment • Development of Social History • Adoption Assessment document • Reference checks • Criminal background review • Review of Central Registry for reports of abuse and /or neglect • Post - adoption adjustment services
