Applicants for the Weatherization program must be below 200 <br />percent of the federal poverty guidelines and HARRP applicants must be below <br />150 percent of the federal poverty guidelines. <br />UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole <br />and unanimously carried, the Board authorized staff to make application for <br />the Weatherization and Heating and Air Repair and Replacement program funds <br />for FY 2016. <br />(F -11) Planning and Development - Soil and Water Conservation District - <br />Application for Significant Natural Heritage Area Protection <br />The Conservation District intends to apply for monies from the State <br />Clean Water Management Trust Fund to protect 78 acres that include the state <br />designated Suther's Wet Prairie Significant Natural Heritage Area, in <br />partnership with the Land Trust for Central North Carolina and the Plant <br />Conservation Program in the North Carolina Department of Agriculture and <br />Consumer Services. Collectively, these partners believe that this site will <br />be the top natural heritage site submitted to this Fund during the next <br />funding cycle. The Plant Conservation Program in the North Carolina <br />Department of Agriculture and Consumer Services will be the likely owner and <br />manager of this site. <br />This remnant native Piedmont prairie and the diversity of plants found <br />there, which has attracted national attention from conservationists, <br />educators and scientists, was included in the 2002 "An Inventory of the <br />Significant Natural Areas of Cabarrus County, North Carolina" that was <br />adopted by the Board of Commissioners. For over a decade, the District <br />funded research on vegetation on this site in an effort to guide conservation <br />planning and management decisions. <br />The Conservation District is seeking approval for use of monies from <br />the Prime Farmland Preservation fund to provide a local match for this grant. <br />The county has $249,000.00 in funds that are already allocated for this type <br />of activity. Any contracts or cooperative agreements associated with <br />successful grant applications will be brought to the Board of Commissioners <br />for approval. <br />UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole <br />and unanimously carried, the Board authorized the Cabarrus Soil and Water <br />Conservation District to submit to the State Clean Water Management Trust <br />Fund to protect the state - designated Suther's Wet Prairie Significant Natural <br />Heritage Area, in partnership with the Land Trust for Central North Carolina <br />and the Plant Conservation Program in the North Carolina Department of <br />Agriculture and Consumer Services; and approved the use of $249,000.00 from <br />the Prime Farmland Preservation fund as matching funds for this grant <br />application. <br />(F -12) Tax Administration - Refund and Release Report Decembe 2014 <br />The release report contains taxpayers' names, bill numbers, valuations, <br />tax amounts, along with the justifications for releasing the valuation /tax <br />amounts for outstanding levies in accordance with N.C.G.S. 105 -381. The <br />refund report is a summary sheet which lists data from each refund request <br />form, along with the justification for the refunds to the taxpayers in <br />accordance with N.C.G.S. 105 -381. <br />Note: Due to the transition of motor vehicles onto the new North <br />Carolina Vehicle Tax System (NCVTS), motor vehicle- related refunds and <br />releases will begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the December 2014 Refund - Release <br />report, along with the NCVTS Refund Report, as submitted and granted <br />authority to the Tax Collector to process the refunds and releases. The <br />report is hereby incorporated into the minutes by reference and is on file <br />with the Clerk to the Board. <br />(G) NEW BUSINESS <br />(G -1) Finance - Consideration of Proposed Refinancing Plan of Existin <br />Installment Financing Contracts - Public Hearing 6:30 P.M. <br />Susan Fearrington, Finance Director, advised the Board has the <br />opportunity to consider a proposed plan of refinancing one or more existing <br />installment financing contracts of the County through the execution and <br />
