She <br />Chairman Morris opened the public hearing at 6:58 p.m. The Public <br />Hearing Notice was published on January 7, 2015 in The Independent Tribune. <br />The Public Hearing Notice was also posted on the County's website <br />( www.cabarrus county. us ) on January 7, 2015 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public <br />Notices) of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore Chairman <br />Morris closed the public hearing. <br />Commissioner Shue MOVED to consider a proposed plan of refinancing one <br />or more existing installment financing contracts of the County through the <br />execution and delivery by the County of one or more installment financing <br />contracts under NCGS 160A -20 in an aggregate principal amount of up to <br />$211,615,000.00. Commissioner Mynatt seconded the motion. <br />Steve Cordell, Bond Counsel, stated no action other than the public <br />hearing is required at this time. <br />Commissioner Shue withdrew his MOTION and Commissioner Mynatt withdrew <br />her second to the motion. <br />(G -2) Planning and Development - HOME Program Public Hearing to Amend Plans <br />- Public Hearing 6:30 P-M. <br />Kelly Sifford, Planning and Development Director, requested a public <br />hearing to amend the 2011 -2012 and the 2012 -2013 HOME program funding to <br />allow for a housing reconstruction project and the associated demolition. <br />She stated there is approximately $58,000.00 left in the FY12 year, so the <br />request is to amend both fiscal years. She further stated this request is <br />to replace a home where the estimated repair costs, combined with other <br />program requirements for the situation, present a feasibility issue. She <br />advised the funding and required match are in place for the proposed project <br />with enough funding in the fiscal year 2012 -2013 program year to complete <br />another rehabilitation project. She also advised the only action required <br />tonight is the public hearing. <br />Chairman Morris opened the public hearing at 7:00 p.m. The Public <br />Hearing Notice was published on January 7 and 11, 2015 in The Independent <br />Tribune. The Public Hearing Notice was also posted on the County's website <br />( www.cabarrus county. us ) on January 7, 2015 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public <br />Notices) of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore Chairman <br />Morris closed the public hearing. <br />No further action was required. <br />(G -3) Finance - CCS Pte quest for Additional Funding for New Odell Grades 3 -5 <br />Elementary School <br />Barry Shoemaker, Chairman, Cabarrus County Schools (CCS) Board of <br />Education (BOE), expressed the CCS BOE's wish to have a trusting and <br />effective relationship with the Board of Commissioners. He then presented a <br />request for $1,184,872.00 in additional funding for the new Odell Grades 3 -5 <br />Elementary School Project. He stated $837,372.00 is for project funds. He <br />advised two financial options were presented at the work session. The <br />option the CCS BOE recommends is for the LED lighting alternate option in <br />the amount of $40,500.00. He stated the total funding request for the <br />project funds and LED lighting is $877,872.00. In addition, he stated, a <br />contingency of $307,000.00 is requested for site work. He also announced <br />the availability of CCS staff to answer questions. <br />Chairman Morris reviewed a history of the new Odell School project. <br />Chairman Morris then MOVED to allocate 837,372.00 to complete the <br />contractual obligation for the project; in addition, to allocate $40,500.00 <br />to the LED lighting project; including funds in the amount of $307,000.00 to <br />be set aside to be used as contingency for any unexpected site or allowable <br />expenses; and that the County Manager be authorized to dispense those funds <br />as they are needed. <br />
