The County Manager may reject formal bids when deemed appropriate <br />and in the best interest of Cabarrus County pursuant to G.S. 143- <br />129 (a) . <br />11. The County Manager may reduce revenue projections consistent with <br />prevailing economic conditions, and also reduce expenditures <br />correspondingly. <br />Section III. <br />This ordinance and the budget documents shall be the basis of the <br />financial plan for the County of Cabarrus. <br />a. The Finance Director is hereby directed to maintain within the <br />Capital Projects Fund sufficient detailed accounting records to <br />satisfy the requirements of the law. <br />b. The Finance Officer is directed to report, at the request of the <br />Board, on the financial status of each project element in Section I <br />and on the total revenues received or claimed. <br />c. Copies of this capital project ordinance shall be furnished to the <br />Clerk to the Governing Board, and to the Finance Director for <br />direction in carrying out this project. <br />d. Morris, Chairman <br />ATTEST: <br />lsl Megan Smit <br />Clerk to the Board <br />(F -5) Human Resouzces - Benefits Accrual for Elected Full -Time Positions <br />Currently elected full -time positions receive sick leave accrual but no <br />other benefit accruals (vacation, comp time). These positions generally work <br />schedules comparable to other full time positions. To correct this <br />disparity, we recommend adjusting the sick balance to a benefits schedule <br />based on years of service such as those used for other benefit accruals. <br />The following is a copy of the proposed revision: <br />Recommended Chanoes to Personnel Ordinance <br />Add clarification that elected positions do not earn vacation leave accrual <br />to Article VI. Leave of Absence, Section 4. Vacation Leave. <br />Section 4. Vacation Leave <br />All regular and probationary employees who are scheduled to work at least <br />1,000 hours during the calendar year shall receive vacation leave in <br />accordance with this policy. Vacation leave may be used at the employee's <br />discretion with prior approval of the employee's immediate supervisor or <br />department head. Elected positions are not subject to this section and do <br />not earn vacation leave. <br />Add new accrual chart to Section 9 to enhance the sick leave benefit provided <br />for elected full time position. <br />Section 9. Sick Leave - Manner of Accrual <br />Anniversary date of employment shall be used for determining sick leave. For <br />the purpose of calculating sick leave, the basic work week shall be 40 hours. <br />Each regular and probationary employee scheduled to work at least 1,000 hours <br />during the calendar year shall be credited sick leave at the rate of 3 hours, <br />41 minutes and 32 seconds for each completed bi- weekly pay period, or 95 <br />hours, 59 minutes and 52 seconds for each completed year (52 weeks) of <br />service. <br />
