January 20, 201.5 (Regular Meeting) Page 2260 <br />Emergency Medical Service 24/48 personnel shall be credited sick leave at the <br />rate of 5 hours, 9 minutes and 13 seconds for each completed bi- weekly pay <br />period, or 133 hours, 59 minutes and 13 seconds for each completed year (52 <br />weeks) of service. Law enforcement officers working a 12 hour shift schedule <br />shall be credited sick leave at the rate of 3 hours, 52 minutes, and 36 <br />seconds for each completed biweekly pay period, or 100 hours, 47 minutes, and <br />51 seconds for each completed year (52 weeks) of service. These employees <br />shall be charged on an hour for hour basis for sick leave taken. <br />Elected Officials serving in full time positions will be granted sick leave <br />according to the following schedule: <br />Years of Aggregate <br />Service <br />Hours Earned Bi- Weekly <br />Leave Earned Yearly <br />Less than 5 <br />years <br />4 <br />hours <br />104 <br />hours <br />5 but less <br />than 10 years <br />6 <br />hours <br />156 <br />hours <br />10 but less <br />years <br />than 15 <br />8 <br />hours <br />208 <br />hours <br />15 but less <br />years <br />than 20 <br />10 <br />hours <br />260 <br />hours <br />20 years or <br />more <br />1 12 <br />hours <br />312 <br />hours <br />Sick leave credited to regular and probationary employees scheduled to work <br />at least 1,000 hours during the calendar year but fewer hours than the basic <br />work week shall be determined in accordance with the formula set forth in <br />Section 15 of this Article. <br />UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole <br />and unanimously carried, the Board adopted an amendment to the Personnel <br />Policy. <br />(F -6) Infrastructure and Asset Management - Acceptance of Concord Property <br />The City of Concord erected a metal storage building on County property <br />behind EMS Station 2 off NC 49. That building was used by the City as a <br />temporary fire station while the permanent station on Old Charlotte Road was <br />constructed. Since that time, the County has used the building for EMS and <br />Sheriff storage. The Concord City Council has declared the building surplus <br />and approved transfer to the County. This item is before the Board to accept <br />the transferred asset. <br />UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole <br />and unanimously carried, the Board accepted the transfer of a surplus storage <br />building from the City of Concord. <br />(F -7) Infrastructure and Asset Management - Office Renovations in Courthouse <br />and Courthouse Annex <br />The Courthouse Annex renovation included creating rough space for new <br />offices as well as new records storage areas. The Department of Public <br />Safety (DPS) has received approval for six additional staff positions and <br />will need office space for that staff. Two areas have been identified in the <br />Courthouse Annex to create those offices and a basic plan for those <br />renovations has been prepared. <br />In addition, the District Attorney's (DA) office has need for new <br />workroom and conference space in their office area. The new records storage <br />area has helped free up space for those renovations and basic plans have been <br />drawn for the proposed renovations. <br />Total projected costs will be presented with funding recommendations <br />after bids are received. <br />UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole <br />and unanimously carried, the Board authorized design services and informal <br />bidding for additional office renovation and construction for the Courthouse <br />and Courthouse Annex. <br />(F -8) Infrastructure and Asset Management - Resolution for Exchange of <br />Property at Wallace Park <br />General Statute 160A -271 Exchange of Property requires the Board of <br />Commissioners to adopt a resolution to complete an exchange of property by <br />
