January 29, 2015 (Cabarrus Summit 2015) page 2271 <br />The Board of Commissioners for the County of Cabarrus met for Cabarrus <br />Summit 2015, at the Cabarrus Arena and Events Center in Concord, North Carolina <br />on Thursday, January 29, 2015, at 5:30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Also present were Frank Lapsley, Arena and Events Center General Manager <br />and Kasia Thompson, Communication and Outreach Manager. <br />The following municipal representatives were also present: <br />City of Concord - Scott Padgett, Mayor; John Sweat, Mayor Pro Tem; Council <br />Members Lamar Barrier, Al Brown, Jennifer Parsley, Jim Ramseur and Ella Mae <br />Small; and Brian Hiatt, City Manager and Merl Hamilton, Assistant City Manager. <br />City of Kannapolis - Darrell Hinnant, Mayor; Ryan Dayvault, Mayor Pro <br />Tem; Council Members Diane Berry and Roger Haas; and Mike Legg, City Manager. <br />Town of Harrisburg - Steve Sciascia, Mayor; Chad Baucom, Mayor Pro Tem; <br />Council Members Benita Conrad, Phil Cowherd, David Isaacs and Jeff Phillips. <br />Also in attendance from the Town of Harrisburg were Ann Gibson, Communications <br />and Anna Lu Wilson, Economic Development. <br />Town of Midland - Kathy Kitts, Mayor; Mike Tallent, Mayor Pro Tem; Council <br />Members John Crump and Rich Wise; and David Pugh, Town Administrator and Richard <br />Flowe, Planning, Zoning and Subdivision Administrator. <br />Town of Mount Pleasant - Del Eudy, Mayor; Town Commissioners Scott <br />Barringer and Jim Sells; and Randy Holloway, Town Administrator. <br />Phil Boyle and Scottie Seawell of Leading and Governing Associates were <br />present as facilitators for the meeting. <br />Chairman Morris called the meeting to order at 6:09 p.m. <br />Welcome and Introductory Remarks <br />County Manager Mike Downs welcomed municipal elected officials, city <br />managers and other guests. Chairman Steve Morris also shared welcome remarks <br />and a brief history leading up to the Summit. He advised it was the first time <br />in Cabarrus County history that elected officials from all the Cabarrus County <br />municipalities had met together. Phil Boyle and Scottie Seawell, facilitators <br />from Leading and Governing Associates, were also introduced. <br />Prior to breaking for dinner, Patrick Coughlin, President and CEO of the <br />EDC and Chamber of Commerce, challenged elected officials to give back to hunger <br />relief programs such as Cooperative Christian Ministry. <br />Dinner Break <br />Dinner was served at 6:21 p.m. The meeting resumed at 7:04 p.m. <br />Collaborative Discussion of Crass - Jurisdictional Challenges and Opportunities <br />All of the guests were seated at tables with members from other <br />municipalities at their table. The facilitators announced each table group would <br />be tasked to converse about challenges and opportunities that cut across <br />jurisdictional boundaries in Cabarrus County. Each table needed to come up with <br />three of each and to record them on a provided worksheet. <br />Discussions followed at the various tables. <br />After lengthy discussion, each group transcribed their designated <br />challenges and opportunities onto index cards, which were then posted on the <br />wall by a representative selected by their group. opportunities were posted on <br />one side of the wall, challenges on the other. <br />
