February 16, 2015 (Regular Meeting) Page 2294 <br />Code of 1986, as amended (the "Code ") , in order to assure that interest paid <br />with respect to the 2015A Limited Obligation Refunding Bonds and /or <br />Certificates, the 2015B Limited Obligation Refunding Bonds and /or <br />Certificates, the 2015C Limited Obligation Refunding Bonds and /or <br />Certificates and the 2015D Limited Obligation Refunding Bonds and /or <br />Certificates, respectively, will not be includable in the gross income of the <br />owners thereof for purposes of federal income taxation, except to the extent <br />that the County obtains an opinion of bond counsel to the effect that <br />noncompliance would not result in interest with respect to the 2015A Limited <br />Obligation Refunding Bonds and /or Certificates, the 2015B Limited Obligation <br />Refunding Bonds and /or Certificates, the 20150 Limited Obligation Refunding <br />Bonds and /or Certificates, or the 2015D Limited Obligation Refunding Bonds <br />and /or Certificates, respectively, being includable in the gross income of <br />the owners of the 2015A Limited Obligation Refunding Bonds and /or <br />Certificates, the 2015B Limited Obligation Refunding Bonds and /or <br />Certificates, the 2015C Limited Obligation Refunding Bonds and /or <br />Certificates or the 2015D Limited Obligation Refunding Bonds and /or <br />Certificates, respectively, for purposes of federal income taxation. <br />Section 15. This Resolution shall become effective immediately upon <br />its adoption. <br />Thereupon, upon motion of Commissioner Mynatt, seconded by Commissioner <br />Honeycutt, the foregoing resolution entitled "RESOLUTION APPROVING <br />REFINANCING OF PRIOR INSTALLMENT FINANCING CONTRACT FINANCINGS IN AN <br />AGGREGATE PRINCIPAL AMOUNT UP TO $211,615,000, THE EXECUTION AND DELIVERY BY <br />THE CABARRUS COUNTY DEVELOPMENT CORPORATION OF ONE OR MORE SERIES OF LIMITED <br />OBLIGATION BONDS AND /OR CERTIFICATES OF PARTICIPATION RELATED THERETO; <br />AUTHORIZING THE EXECUTION AND DELIVERY OF RELATED DOCUMENTS IN CONNECTION <br />THEREWITH; AND PROVIDING FOR CERTAIN OTHER RELATED MATTERS" was adopted and <br />passed by the following vote: <br />AYES: Chairman Stephen M. Mynatt and Lynn W. <br />Shue <br />NOES: None <br />(F -7) Planning and Development - Construction Standards Staffing Request <br />Cabarrus County Construction Standards' level of activity has increased <br />steadily over the past three years. The increased demand is creating a need <br />for additional staff in order to meet the goal of next -day inspections. <br />Staffing levels at this time may not ensure that services are provided the <br />next day. Inspection and permit numbers are growing and a number of large <br />projects are expected to begin construction soon. Revenues are exceeding <br />projections for this year and the positions are proposed to be funded <br />completely by Construction Standard's increased revenues. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the addition of two full -time <br />Code Enforcement staff and the related budget amendment. <br />Date:1/21/2015 Amount: $105, 004 <br />Dept.
