February 16, 2015 (Regular Meeting) <br />Page 2295 <br />The State of North Carolina 911 Board requires all 911 centers to have <br />a backup 911 center in case of an outage at the primary site. Union County <br />Communications approached us about using the Cabarrus County Sheriff's Office <br />Communications Center as a backup 911 center. <br />Union County Communications worked a 12 -hour shift in the Cabarrus <br />County center as proof of concept. Union County will purchase all necessary <br />equipment in order to facilitate their staff in Cabarrus County at no cost to <br />Cabarrus County. It is requested that Cabarrus County enter into an <br />Interlocal Agreement with Union County, permitting Union County to install <br />certain equipment and technology necessary for the operation of Union's <br />alternate 911 call center in the Cabarrus County Sheriff's Office <br />Communications Center. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the Interlocal Agreement with <br />Union County to provide an area for a backup 911 site. <br />(F -9) Tax Administration - Refund and Release Report - January 2015 <br />The release report contains taxpayers' names, bill numbers, valuations, <br />tax amounts, along with the justifications for releasing the valuation /tax <br />amounts for outstanding levies in accordance with N.C.G.S. 105 -381. The <br />refund report is a summary sheet which lists data from each refund request <br />form, along with the justification for the refunds to the taxpayers in <br />accordance with N.C.G.S. 105 -381. <br />Note: Due to the transition of motor vehicles onto the new North <br />Carolina Vehicle Tax System ( NCVTS), motor vehicle - related refunds and <br />releases will begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the January 2015 Refund- Release <br />report, along with the NCVTS Refund Report, as submitted and granted <br />authority to the Tax Collector to process the refunds and releases. The <br />report is hereby incorporated into the minutes by reference and is on file <br />with the Clerk to the Board. <br />(G) NEW BUSINESS <br />(G -1) CounLy Manager - Consideration of Closure of Part of North Drive in <br />Mt. Pleasant - Public Hearing 6:30 P.M. <br />Jonathan Marshall, Deputy County Manager, advised consideration of <br />closure of part of North Drive is a multi -step process. The Board has <br />already adopted a resolution declaring the intent to consider the closure of <br />part of North Drive, necessary to reconstruct the Mount Pleasant Middle <br />School on the existing site. He stated the process is also required to go <br />before the Town of Mount Pleasant and will be considered at their meeting on <br />the first Monday in March. He advised the closure was not heard at the <br />NCDOT's (North Carolina Department of Transportation) February Board meeting <br />in Raleigh as was expected, but is now expected to be on their March <br />meeting. He reviewed the required advertising and recommended the Board <br />postpone taking action on this tonight. In addition, he recommended the <br />Board recess the public hearing to March due to the inclement weather. <br />Dave Burnett, Cabarrus County Schools (CCS) Director of Construction, <br />reviewed the following map. <br />(This section intentionally left blank.) <br />
