February 16, 2015 (Regular Meeting) <br />Page 2297 <br />Kelly Sifford, Planning and Development Director, presented a request <br />for a project that will potentially work with Prosperity Unlimited, the City <br />of Kannapolis, and Wesley Community Development Corporation to use 2015 -2016 <br />HOME funds to assist in constructing a tax credit housing project for <br />seniors. The proposed site is located on Little Texas Road, adjacent to one <br />of the Lunch Plus Program sites for seniors. She stated the proposal is to <br />use all of the funds and match funds for next year towards this project. <br />A brief discussion ensued. During discussion, Commissioner Mynatt <br />asked if there will be an income requirement for future tenants. Ms. <br />Sifford advised a portion of the units were assumed to be designated for low <br />income seniors. She stated she would obtain and forward the information. <br />Chairman Morris opened the public hearing at 7:09 p.m. The Public <br />Hearing Notice was published on February 4 and 8, 2015 in The Independent <br />Tribune. The Public Hearing Notice was also posted on the County's website <br />( www.cabarrus county. us ) on February 4, 2015 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public <br />Notices) of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore Chairman <br />Morris closed the public hearing. <br />Commissioner Shue MOVED to authorize staff to provide a letter of <br />commitment for the project. Commissioner Honeycutt seconded the motion. <br />Commissioner Mynatt expressed her intent to vote against the motion, <br />citing lack of information regarding income requirements for future tenants. <br />The MOTION carried with Chairman Morris, Vice Chairman Pcole and <br />Commissioners Honeycutt and Shue voting for and Commissioner Mynatt voting <br />against. <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br />(H -1) Appointments - Adult Care Home Community Advisory Committee <br />The term of appointment for Teresa Dakins on the Adult Care Home <br />Community Advisory Committee expires February 28, 2015. Ms. Dakins would like <br />to be reappointed for another three -year term. She has been approved by the <br />Regional Ombudsman. <br />An application was received from Maryam Kazempour to serve on the Adult <br />Care Home Community Advisory Committee. She has been approved by the <br />Regional Ombudsman. If appointed, she would need to be appointed to an <br />initial one -year term. <br />*There are currently eight vacancies on the committee. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Shue and <br />unanimously carried, the Board reappointed Teresa Dakins to the Adult Care <br />Home Community Advisory Committee for a three -year term ending February 28, <br />2018. By the same motion, the Board appointed Maryam Kazempour to the Adult <br />Care Home Community Advisory Committee for an initial one -year term ending <br />February 28, 2016. <br />(H -2) Appointments and Removal - Industrial Facilities and Pollution Control <br />Financing Authority <br />Applications to serve on the Industrial <br />Control Financing Authority have been received <br />Robert Link. <br />Notice was received that a member of the <br />Pollution Control Financing Authority, Dr. James <br />since the last time the Authority convened.
