February 19, 2015 (Evening Retreat) <br />Page 2300 <br />The Board of Commissioners for the County of Cabarrus met for an Evening <br />Retreat in the Multipurpose Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina on Thursday, February 19, 2015, at 6:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />The following representatives from Cabarrus County Schools (CCS) and <br />Kannapolis City Schools (KCS) districts and members from their respective boards <br />of education (BOE) were also present: <br />Cabarrus County Schools - Barry Shoemaker, BOE Chair; Jeff Phillips, BOE <br />Vice Chair; Board members Carolyn Carpenter, David Harrison, Rob Walter, Tim <br />Furr and Vince Powell; Dr. Barry Shepherd, Superintendent; Dr. Jason Van <br />Heukelum, Deputy Superintendent; Dr. Kelly Propst, Assistant Superintendent; <br />Dr. Chris Lowder, Assistant Superintendent; Dr. Robert Kirk, Managing Director <br />Office of the Superintendent; Matthew Fail, Executive Director of Accountability <br />and Organizational Planning; Glenda Jones, Chief Human Resources Officer; Kelly <br />Kluttz, Chief Finance Officer; Mark Henriques, Board Attorney; and Ailene <br />Monroe, Board Clerk. <br />Kannapolis City Schools - Todd Adams, BOE Chair; Danita Rickard, BOE Vice <br />Chair; Dr. Pam Cain, Superintendent; Dr. Chip Buckwell, Assistant <br />Superintendent /Curriculum and Instruction; Will Crabtree, Director of Business <br />Operations; and Nancy Barger, Executive Assistant to Superintendent. <br />Katara Dixson and Nadine Bennett were present as facilitators for the <br />meeting. <br />Chairman Morris called the meeting to order at 6:06 p.m. <br />CCS BOE Chair, Barry Shoemaker called the CCS Board of Education meeting <br />to order_ <br />Dr. Pam Cain, KCS Superintendent, advised the KCS Board of Education was <br />unable to have a quorum present due to illness. <br />Welcome and Introductory Remarks <br />Chairman Morris briefly welcomed those present, thanking them for their <br />willingness to participate. Katara Dixson and Nadine Bennett, facilitators, <br />were also introduced and reviewed the agenda for the evening. <br />Dinner and Interviews <br />The Board took a dinner break at 6:14 p.m. During the course of the <br />dinner break, each table group was instructed to find something that all the <br />members at the table had in common. Before the close of the meal, the groups <br />reported their common interests or qualities to the room as a whole. The <br />meeting resumed at 6:39 p.m. <br />Small Group Discussion - Sharing What Works <br />Following dinner, each table group was instructed to split into pairs, <br />preferably with someone they did not know. Pairs briefly interviewed each other <br />using a guided worksheet with questions focused on best practices of good <br />partnerships. The pairs were also asked to identify three items that would <br />help the boards interact and work together better. At the end of the activity, <br />the pairs reported to the room as a whole. <br />The attendees split into groups of three to discuss factors that make <br />partnerships successful, based on the interview questions asked earlier in the <br />evening. As groups, attendees were instructed to narrow down their lists, <br />selecting their top five practices for successful partnerships. At the end of <br />the activity, groups reported their top five practices to the room as a whole. <br />The responses were recorded in list form at the front of the room. <br />Wrap up <br />
