March 2, 2015 (Work Session) Page 2302 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, March 2, 2015 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:04 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Supplemental Information: <br />Discussion Items - No Action <br />3.3 Cooperative Extension - NC Cooperative Extension Vision and Staffing <br />Update <br />• PowerPoint Presentation <br />Discussion Items for Action at March 16, 2015 Meeting <br />4.3 County Manager - Approval of Maintenance and Repair Agreement Between <br />Cabarrus County, GCS and KCS <br />• Schedule Two - School Parks <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items for Action at March 16, 2015 Meeting <br />GCS - Additional Funding Request for Road Improvements for the Odell 3 -5 <br />-Q -1 -1 c; to <br />Dave Burnett, CCS (Cabarrus County Schools) Director of Construction, <br />advised construction at the Odell 3 -5 School site is underway. He noted <br />while previous discussions had considered access from Highway 73 via traffic <br />circle, the plans are now focusing on a left and right turn deceleration <br />lane_ He reported the CCS BOE (Board of Education) is considering two <br />options with the drive: one option is 1,200 linear feet and the other is <br />1,500 linear feet from the intersection at Odell School Road. Both will be <br />pursued to determine which option is better economically. The BOE is <br />requesting $839,500.00 for the construction of the road access. He also <br />responded to questions from the Board. Kelly Kluttz, CCS Chief Finance <br />Officer, was also in attendance. <br />CCS - Funding Request for Surveying, Geotechnical, and Phase 1 for Royal Oaks <br />Elementary School Replacement <br />Dave Burnett, CCS (Cabarrus County Schools) Director of Construction, <br />presented a request for $30,000.00 to be used for surveying, geotechnicai and <br />Phase 1 for the Royal Oaks Elementary School replacement. He also responded <br />to questions from the Board. Kelly Kluttz, CCS Chief Finance Officer was <br />also in attendance. <br />Discussion Items - No Action <br />Active Living and Parks - Carolina Tarwheels Request <br />Londa Strong, Active Living and Parks Director, presented the following <br />information regarding a request from the Carolina Tarwheels and responded to <br />questions from the Board. <br />Carolina Tarwheels made a presentation to the ALP (Active Living <br />and Parks) Commission at their February 19, 2015 meeting. The <br />presentation was to request that the Active Living and Parks <br />Department co- spensor their team. The co- sponsorship would allow <br />them to utilize school facilities at no charge based on the <br />
