March 2, 20115 (Work Session) <br />Page 2303 <br />current School Use Agreement between Cabarrus County Schools <br />(CCS) and the ALP Department. <br />Previously, Carolina Tarwheels utilized CCS facilities, <br />qualifying as an exempt team and therefore, the use was free of <br />charge. The new CCS facility rental policy does not allow any <br />free use and the cost from September through April is prohibitive <br />for the team. They also utilize the City of Concord Parks and <br />Recreation Department facilities, when needed, for $15.00 per <br />hour. Concord Parks and Recreation Department has offered <br />Carolina Tarwheels a couple hours per week, but it does not meet <br />the team's needs. <br />The ALP Department does not own any gymnasiums or schedule <br />others, except the youth league associations co- sponsored with <br />the Department. At the ALP Commission meeting, a motion was made <br />that the Carolina Tarwheels proposal is not consistent with the <br />current ALP Co- Sponsorship Agreement, and at this time, co- <br />sponsorship with their team is not recommended. The motion passed <br />unanimously. It was recommended that Carolina Tarwheels appeal <br />to Cabarrus County Schools. <br />Commissioner Shue expressed opposition to changing the School Use <br />Agreement at this time. <br />BOC - Department Highlight - Emergency Management <br />Bobby Smith, Emergency Management Director, presented a PowerPoint <br />presentation reviewing the functions and services provided by Emergency <br />Management. He also gave a brief overview of the volunteer fire service, <br />including challenges facing volunteer fire service, funding and future needs. <br />Vice Chairman Poole commented on the Firefighter I & II Certifications <br />that can be earned through the Concord High School Fire Academy. She noted <br />the Fire Academy certification programs are open to juniors and seniors in <br />the Cabarrus County Schools system. <br />Following the presentation, a discussion ensued with Mr. Smith and <br />Steve Langer, Fire Marshal, responding to questions from the Board. <br />Cooperative Extension - NC Cooperative Extension Vision and Staffing Update <br />Robert Furr, Cooperative Extension Director, advised the North Carolina <br />Cooperative Extension launched a reorganization effort as part of an <br />intentional visioning process in September 2013. In August 2014, the new <br />strategic plan and staffing model was announced. This new model involves a <br />two - phased roll out approach. Part of the staffing model will be effective <br />July 1, 2015 with the remaining part becoming effective July 1, 2016. He <br />presented a PowerPoint presentation update on the North Carolina Cooperative <br />Extension Vision and Staffing Plan. The presentation included the following <br />information; Background; Gathering Data; Results; Base Staffing Model; Ag <br />Add on Positions; Cabarrus County Current Staff; Cabarrus Core Staff; <br />Cabarrus Positions Not Affected; Affected Cabarrus Staff and Programs; and <br />FY14 Fiscal Contributions Cabarrus County Cooperative Extension. Following <br />the presentation, Mr. Furr responded to questions from the Board. <br />Discussion Items for Action at March 16, 2015 Meeting <br />County Manager - A roval of Maintenance and Repair Agreement between <br />Cabarrus County, CCS and KCS <br />Pam Dubois, Senior Deputy County Manager, presented a request for <br />approval of the Maintenance and Repair Agreement between Cabarrus County, CCS <br />(Cabarrus County Schools) and KCS (Kannapolis City Schools) . She reported <br />the County entered into an agreement with CCS and KCS in FY 1999 in order to <br />provide specific funding for building and ground maintenance as well as to <br />consolidate the operations of both school systems for this function. The <br />previous agreement expired on June 30, 2014. She stated no one took action <br />to cancel the contract, therefore it continued on. The proposed agreement <br />will extend the service for an additional five years. She advised the ADM <br />(Average Daily Membership) figure has been removed from the agreement. In <br />addition, she further advised in earlier years the contract was amended to <br />remove KCS from the mowing portion of the agreement. <br />County Manager - Proposal to Construct New Driveway for Concord Senior Center <br />
