He requested the Board to <br />suspend their rules to schedule a public hearing. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action on this item. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board scheduled a public hearing for Monday, <br />March 16, 2015 at 6:30 p.m. or as soon thereafter as persons may be heard for <br />the adoption of the Cabarrus - Stanly -Union Regional Hazard Mitigation Plan. <br />Vice Chairman Poole requested a link to the proposed Plan be posted on <br />the homepage of the County's website, www.cabarruscounty.us <br />EMS - Ambulance Fee Increase <br />Alan Thompson, EMS (Emergency Medical Services) Director, requested an <br />adjustment to ambulance fees in order to align with 150 percent of the <br />Medicare Fee Schedule and to be consistent with common EMS industry practice. <br />He stated adoption of this fee increase is projected to generate $230,000.00 <br />in revenue. Revenue projections and the recommendation for fee increases <br />have been reviewed by county management and the EMS Third Party Billing <br />Vendor (EMS MC). <br />During discussion, several commissioners commended Mr. Thompson and EMS <br />staff for their outstanding service to the community. <br />Finance - FY15 Prime Farmland Budget .Amendment and Project Ordinance <br />Susan Fearrington, Finance Director, reported funding of $125,000.00 <br />for Prime Farmland was approved by the Board on June 16, 2014 as part of the <br />Capital Improvement Plan included in the FY15 Budget. She stated the Small <br />Projects Capital Fund budget and related Small Projects Capital Projects <br />Ordinance were not updated at that time and this agenda item appropriates <br />funding within the Small Projects Fund to properly account for the <br />$125,000.00 funding. <br />Discussion Items - No Action <br />County Manager - Discussion on Debt Timeline of Funding for the Construction <br />of New School and Community College Facilities <br />Pam Dubois, Senior Deputy County Manager, reviewed the following <br />information relating to a timeline showing the funding requests to date and <br />dates associated with the financing of the construction of new school and <br />community college facilities. <br />Current School Projects: <br />Mt.
