She explained the strategy is to plan to pay cash for upfront costs and opening costs, while utilizing financing options for items with a longer lifespan, such as building construction. STRATEGY Project Cost Breakdown: Cash Financing Upfront Land Cost Architect Engineering Owners Cost Continaencv Demolition cost Site Development Construction Opening Technology Cost Furniture and Fixtures She reviewed the financing timetable for Limited Obligation Bonds, Series 20152. Following the financing review, Ms. Dubois reviewed the current status of the following projects: Current School Projects: Mt. Pleasant Middle School Replacement Royal Oaks Elementary School Replacement New Kannapolis Middle School Current Community College Projects: New Technology Building Land Purchase Phase II of Technology Building Current Cabarrus County Projects: Parking Deck Robert Wallace Park Phase 1 Warehouse Facility for County /Schools /Sheriff Courthouse Expansicn /Replacement Senior Center - Kannapolis Current Status Completing Design Phase Needs A/E Funding to Design Selected an Architect Needs A/E Funding Planning Phase Planning Phase Design Phase Site Selection Planning Phase Planning Phase Ms. Dubois requested direction from the Board regarding the funding strategy she reviewed, stating she'd like to know if the Board supports the funding strategy and wants staff to apply the funding strategy to projects coming in the future. A brief discussion ensued. During discussion, Ms. Dubois and Mike Downs, County Manager, responded to a variety of questions from the Board. Vice Chairman Poole voiced support for the funding strategy as presented. Commissioner Mynatt expressed concern over the projected cost of the Mt. Pleasant Middle School replacement. Commissioner Honeycutt expressed support for the funding strategy. Commissioner Shue expressed support for the funding strategy and added his support for funding County staff and teacher salaries as well as provision for staff and teacher retention and training. Chairman Morris also voiced support for the funding strategy.
