March 23, 2015 (Board Retreat) <br />Page 2337 <br />The Board of Commissioners for the County of Cabarrus met for a Board <br />Retreat in the Multipurpose Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina on Monday, March 23, 2015 at 8:00 a.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br />County Manager; Jonathan Marshall, Deputy County Manager; and Megan Smit, <br />Clerk to the Board. <br />Call to Order <br />After breakfast was served, the meeting was called to order at 8:29 a.m. <br />Welcome and Reflections <br />Phil Boyd, Facilitator, LGA (Leading Government Associates), advised the <br />goal is to come out of today's meeting with a more refined, detailed plan that <br />will set staff in the direction needed to proceed. Mr. Boyd then led <br />participants in exercises regarding three focus areas. <br />The first focus area involved transportation, connection and mobility. <br />Participants discussed the following criteria: <br />• Where are we now - what does it look and feel like today? <br />• Where do we want to be - what results do we want, what should it look <br />and feel like when we get there? <br />• Why do we want to get there - why does it matter? <br />• Who needs to be involved - which people, organizations, jurisdictions, <br />and interests? <br />• How should we go about achieving this - what strategies, actions, <br />engagement and communications should we use? <br />1. Combine county and city systems; grant applications that are cross- <br />cutting score higher and are more likely to receive funding <br />2. County as convener of discussions (i.e. light rail, crossing I -485 or <br />connectivity to light rail) <br />3. County participation in road development beyond schools <br />4. Create a metropolitan entity to address broader interests MPO <br />structure deals well with roads but less so with transit, mobility and <br />connectivity <br />5. Greenway and bike /pedestrian connectivity <br />6. Interconnection of open space /parks between jurisdictions <br />7. Meeting transportation challenges with limited funding <br />8. Mobility and connectivity not addressed in current goals - incorporate <br />into goals and shift focus of language from things like roads to <br />concepts like mobility and connectivity <br />9. More local input into NCDOT road decisions <br />10. Perhaps institutionalize or form a regional or metropolitan entity for <br />larger roads and municipalities <br />11.Publicize road network as a positive for county <br />12.Railroad - provides increased opportunity <br />13.School impacts and influences on transportation and roads <br />14.Transit <br />15.Transportation infrastructure <br />Break <br />The Board took a short break at 10:02 a.m. The meeting resumed at 10:22 <br />a.m. <br />Focus Area 2: Programs, Funding and_5ervices <br />The second focus area involved programs, funding and services. <br />Participants discussed the following criteria: <br />• Where are we now - what does it look and feel like today? <br />• Where do we want to be - what results do we want, what should it look <br />and feel like when we get there? <br />• Why do we want to get there - why does it matter? <br />
