<br />Focus Area 3: Planning, Growth, Economic Development
<br />The third focus area involved planning, growth and economic development.
<br />Participants discussed the following criteria.
<br />• Where are we now - what does it look and feel like today?
<br />• Where do we want to be - what results do we want, what should it look
<br />and feel like when we get there?
<br />• Why do we want to get there - why does it matter?
<br />• Who needs to be involved - which people, organizations, jurisdictions,
<br />and interests?
<br />• How should we go about achieving this - what strategies, actions,
<br />engagement, and communications should we use?
<br />1. Coordinate growth with large out --of -state developers k how to address
<br />before "commons" or "spillover" areas are impacted, e.g., Cabarrus
<br />Crossing
<br />2. Countywide standards /quality of life
<br />3. EDC - cities compete with one another, how to ensure economic benefits
<br />accrue countywide and cross- jurisdictionally, equalizing key
<br />information among all elected officials, incentive agreements come
<br />through quickly for action, addressing trust and confidentiality of
<br />competitive discussions, concerns that elected officials don't maintain
<br />confidentiality
<br />4. Engage developers in conversations about what the county looks like and
<br />we want it to look like, what kind of corporate citizen they will be,
<br />what they want to accomplish through development and their track record
<br />in these areas
<br />5. Ensure relevant engagement of elected and staff to address public and
<br />private issues and concerns proactively
<br />6. Growth provides driver for improvements
<br />7. Incentives - when to use, why, and for whom, how to promote a
<br />countywide discussion about the when, where, why, and how of
<br />incentives, e.g., parks, schools, libraries, homes, entertainment
<br />8. Increased funding for tourism beyond Exit 49 (countywide)
