April 7, 2015 (Work Session) Page 2342 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, April 7, 2015 at 4:C0 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Vice Chairman Poole arrived at 4:25 p.m. and was present for the <br />remainder of the meeting. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:02 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Additions: <br />Discussion Items for Action at April 20, 2015 Meeting <br />4.9 DHS - Senior Community Services Employment (Title V) Program Divestment <br />• Current Title V Budget <br />4.10 BOC - Resolution Regarding House Bill 463 <br />• HB463 <br />Supplemental Information: <br />Discussion -- No Action <br />3.3 Planning and Development - Fee Schedule Charges for Construction <br />Standards, Planning and Zoning <br />• Proposed Cabarrus County Planning and Zoning Division Fee <br />Schedule Update <br />Discussion Items for Action at April 20, 2015 Meeting <br />4.4 EMS - Transition from Scheduled Non- Emergency Transportation Services <br />Cabarrus EMS Non - Emergency Cost Benefit Analysis 2014 Year End <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />BOC - Department Hiahliaht - Information Technology Services <br />Debbie Brannan, Information Technology Director, presented a PowerPoint <br />presentation reviewing the functions and services provided by Information <br />Technology Services. <br />Following the presentation, there was discussion with Ms. Brannan, Pam <br />Dubois, Senior Deputy County Manager, and Todd Shanley, Information <br />Technology Manager, responding to a variety of questions from the Board. <br />County Manager - Advisory Board Compensation <br />Mike Downs, County Manager, briefly addressed the topic of advisory <br />board compensation.
