It was the consensus of the Board to direct <br />staff to draft a written policy as a guideline. <br />Mr. Downs advised staff would research what other counties are doing <br />and come back to the Board with a recommendation. <br />Planning and Development - Fee Schedule Changes for Construction Standards, <br />Planning and Zoning <br />Kelly Sifford, Planning and Development Director, reported information <br />was previously provided to the Board regarding fee schedule changes, at which <br />time the Board directed staff to provide additional information. She advised <br />staff has compiled fee schedules from other jurisdictions as well as an <br />updated spreadsheet with detailed cost and revenue projections. <br />Additionally, staff sent this information to the local builder's organization <br />for their review. She requested guidance for the budget and that the fee <br />schedule changes go into effect as of July 1, 2015. She advised no feedback <br />was received from the building industry. She also responded to questions <br />from the Board. <br />Vice Chairman Poole advised she will attend an event that will also be <br />attended by area builders. She requested hard copies of the proposed fee <br />schedule changes and said she would attempt to obtain feedback while <br />attending the event. <br />Ms. Sifford reported legislation could potentially change and redefine <br />what building revenues can support. She stated she would update the Board on <br />what develops. <br />There was also discussion regarding a 6.5 percent increase in <br />residential and commercial permit fees in order to properly staff building <br />plan review and inspections. Susie Morris, Planning and Zoning Manager, and <br />Scott Devaux, Chief Codes Enforcement Cfficer, were also in attendance. <br />Chairman Morris expressed support for the fee schedule adjustment. <br />BOC - NCACC Video Update <br />At the request of the North Carolina Association of County <br />Commissioners (NCACC), the Board viewed a legislative video update.. <br />Chairman Morris commented on the recent NCACC District meeting the <br />Board attended. <br />Discussion Items for Action at A ril 20, 2015 Meetin <br />County Manager - Lease Extension for USDA Space in the County Cooperative <br />Extension Building <br />Jonathan Marshall, Deputy County Manager, reported the USDA lease for <br />space in the County's Cooperative Extension building was extended in 2011 for <br />a two -year term that expired at the end of June 2013. Through an oversight <br />by the County and the USDA (United States Department of Agriculture), he <br />advised the lease was not extended although lease payments continued to be <br />made. He stated the proposal before the Board is to extend the lease <br />extension to December 31, 2018 at an annual rent of $32,598.40. <br />Turner Morrison, USDA County Executive Director, advised the USDA <br />office is located in the building that houses the Cooperative Extension and <br />
