April 7, 2015 (Work Session) <br />Page 2345 <br />Johanna Ray, Health and Wellness Manager, presented a brief overview of <br />the 2015 -2016 Medical and Dental Plan Design for the OAP (Open Access Plan) <br />and the HSA (Health Savings Account). <br />Ms. Covington stated 40 percent of employees are enrolled in the HSA <br />Plan and 60 percent of employees are enrolled in the OAP Plan. She advised <br />the HSA Plan was put in place a few years ago to help employees become better <br />healthcare consumers. <br />Ms. Ray continued the presentation reviewing the 2015 -2016 rates and <br />the dental plan. <br />There was discussion throughout the presentation with Ms. Covington, <br />Ms. Ray, Ms. Dubois and Mike Downs, County Manager, responding to a variety <br />of questions from the Board. <br />Infrastructure and Asset Management - District Attorney and Probation Offices <br />Al +-crab n— <br />Michael Miller, Infrastructure and Asset Management Assistant Director, <br />presented the following information relating to District Attorney and <br />Probation offices alterations. <br />The concept of expanding the District Attorney's office and <br />creating 11 new offices in the Probation section of the <br />Courthouse and Courthouse Annex was originally presented to the <br />Board at the January work session. At that time, the Board <br />authorized Infrastructure and Asset Management (IAM) to proceed <br />with the design process for this space and to receive bids for <br />the work. Drawings have been completed by Griffin Architecture <br />and bids were received on March 19. Ike's Construction submitted <br />a low bid of $163,600. This price includes $3,600.00 in bid <br />alternates, and a contingency allowance of $20,000.00. <br />The following items are not included in the bid from Ike's <br />Construction but would be necessary to complete the job: <br />$41,278.35 for cubicles in the new offices and $9,605.13 for <br />access controls. The County would also be responsible $5,400.00 <br />for data cabling in the new offices and $16,822.57 for providing <br />furniture in the District Attorney's conference room and break <br />room. The total cost for this project is $236,706.05. Funds are <br />available in the Construction and Renovation Fund, as identified <br />in the original presentation of this project, to fund these <br />costs. <br />A discussion ensued. During discussion Pam Dubois, Senior Deputy <br />County Manager; Jonathan Marshall, Deputy County Manager; Roxann Vaneekhoven, <br />District Attorney; and Danny Payne, Chief Probation Parole Officer with the <br />Division of Adult Corrections of the North Carolina Department of Public <br />Safety, responded to questions from the Board. Kyle Bilafer, Infrastructure <br />and Asset Management Director, was also in attendance. <br />Library - Request to Approve Changes to Library Circulation Policy <br />Emery Ortiz, Library Director, presented a request to approve updates <br />to the Circulation Policy that include: standardizing patron types, improving <br />the patron experience and adjusting the fines and fees schedule. If <br />approved, these changes would take effect July 1, 2015. She also responded <br />to questions from the Board. <br />Planning and Development - Duke Weatherization Pro ram <br />Kelly Sifford, Planning and Development Director, presented the <br />following information relating to the Duke Weatherization Program and <br />responded to questions from the Board. <br />Duke Energy is offering a new program that is available to the <br />Cabarrus County Weatherization program through the North Carolina <br />Community Action Association. The Duke Energy Weatherization <br />Program provides reimbursement on work completed under the <br />federally funded weatherization program. The state monitoring <br />agency, the North Carolina Department of Environment and Natural <br />Resources, is allowing this reimbursement on the condition that <br />the Duke reimbursement funds are placed back into the <br />Weatherization program to expand services. <br />
